Ahmed Javed (born 2 January 1956) was the 39th Commissioner of Police, Mumbai, India. He is by succeeded by Dattatray Padsalgikar. Career

A 1975 batch IPS officer, Ahmed Javed was appointed as the commissioner of Mumbai Police on 8 September 2015 by the Maharashtra Government replacing Rakesh Maria.[2][3]

He served as Superintendent of Police in Buldhana and Nanded before being posted as Deputy Commissioner of Police, Intelligence, in Mumbai. He then served in various postings, including a stint with the Delhi Police between 1983 and 1985. He returned to Mumbai in the early 2000s, serving as Additional Commissioner of Police of the Central Region and then the South Region, before being promoted as Joint Commissioner of Police, Law and Order. He served in this key post from 2002 to 2005.

After being promoted as Additional Director General of Police, Javed was posted with the state reserve police force and with the Maharashtra Police Headquarters as ADG Establishment, and then he took over as Commissioner of Police, Navi Mumbai in 2010. now he is Ambassador of India in Saudi Arabia [4]

He was earlier the Director General of Police (Home Guards).[5]

On December 12, 2015 Ahmad Javed has been appointed India's Ambassador to Saudi Arabia, six months after last Ambassador Hamid Ali Rao had retired.

Personal life

Ahmad Javed comes from Lucknow. His father Mr. Qazi Mukhtar is a retired senior IAS officer. Ahmed Javed graduated in Bachelors in Arts from Delhi’s St Stephen’s College. Javed is married to Shabnam with whom he has two children, Amer and Zaara.[6]

Only a few know that Javed is among the only commissioners in the force who often stays back in his office after work. “By the time I finish my work, it is already late as I make plans for my officers on various duties. My wife, Shabnam and kids, Amer and Zaara are supportive and they keep in touch with me, even if I stay back in office,” Javed admits.[7]

He is obviously a fond and proud father. “Zaara says she doesn’t want to join police. But Amer gets carried away by my police uniform and is showing an inclination to become an officer.” [8]

In spite of his hectic schedule, and as a devout and practicing Muslim, Javed observes Ramzan strictly. “I confess that in the initial days of my police career in the 80’s, I had missed two-three Ramzans. But after that I have been following it strictly, come what may,” he says simply[9]

He wears KhakiKhadi’ uniform daily, khadi uniform is worn only on special events such as parade by other Policemen. he is known to wear cufflinks with ‘AJ’ written on it.[10] He uses his official vehicle only within his jurisdiction, if he wants to cross his limit, his personal vehicle is found waiting to accommodate him further.[11]

He doesn’t accept any kind of gifts or any other favour by businessmen or others.[12]

He is an avid billiards player.[13]

Controversy

Rakesh Maria’s appointment

There was a controversy over Maria's appointment as a commissioner though Ahmed Javed was the contender for Commissioner of Police. [14]

Ahmad Javed had been peeved when his junior, Rakesh Maria, who is from the 1981 batch, had been appointed the CP instead of him last year, and Javed’s appointment to the post has brought the issue to the fore again.Questions are being raised on how a junior-level officer had become the commissioner superseding the senior and how the senior has now replaced him at the post.In Feb 2014, Maria had taken charge as the Mumbai Police commissioner — a prestigious post — superseding his senior, Javed, who was then promoted by the Cong-NCP government as DG, Home Guards, a post that does not have much to offer to an officer. “Maria managed to get the post of Commissioner of Police as he was very close to some NCP leaders who helped him take the posting superseding seniors like IPS officer Vijay Kamble, who was made Thane Commissioner of Police and Ahmad Javed, who became DG, Home guards,” said a police officer. Javed and Kamble had both protested at the time by not coming to work for a week and only when the government convinced them did they resume work. Some IPS officers, like Prem Krishna Jain, had even resigned, as they were upset with the government’s system of appointing people. Javed could have never thought that he would become the Commissioner as he had already been promoted as Director General of Police and the post of Mumbai Police Commissioner is held by an officer of the rank of Additional DGP, which is a lower post. After the announcement by the CM, however, Javed immediately rushed to take the charge, with Maria left in confusion by the sudden announcement. The tables turned, with Maria proceeding on leave to protest against the government’s decision.[15]

Controversial Past

In the early 2000s, Javed, who belongs to an aristocratic family, had found himself at the centre of a controversy, with several people pointing out that he was a regular in the Page 3 and Bollywood circuits and used to party a lot. A police officer’s character in Madhur Bhandarkar’s movie Page 3 was also reportedly inspired by Javed. Tongues had begun to wag about Javed’s commitment to his work, but the talk gradually ceased as he began to distance himself from the party circuit.[16]
