Alfredo Bruto da Costa
Dr. Alfredo Bruto da Costa (born 1938, Goa) is former Minister for Health and Social Welfare of Portugal in the Government of prime minister Maria de Lourdes Pintasilgo 1979–80.[1][2] As of 2008, he is president of the Portuguese Economic and Social Council.[3][4] He traces his roots to the former Portuguese colony of Goa, India.[5]
He was the son of Antonio Anastacio Bruto da Costa (Goa, South Goa, Salcette, Margao, August 9, 1902 - Goa,-- South Goa, Salcette, Margao, August 16, 1984) who led a group also known as the "Círculo de Margão" (Margao Circle) which wanted greater autonomy for Goa from Portugal during the Estado Novo and a direct descendant by the male line of Marada Poi, a Brahmin Gaud Saraswat of the sixteenth century, and his wife, and Lucilia Esmeralda Barbosa (Margao, August 19, 1912 -?), both Catholic Goans.
Biography
Married, he graduated in Engineering from the IST Instituto Superior Técnico of the Technical University of Lisbon, held the post of Minister of Social Coordination and Social Affairs in the Fifth Constitutional Government of the then Prime Minister Maria de Lurdes Pintassilgo. He holds a Doctorate in the Social Sciences from the University of Bath, UK, with a thesis entitled "Poverty Paradox - Portugal, 1980-1989", with equivalence to the Degree of Doctor of Sociology, New University of Lisbon.
He has held university teaching functions at the Catholic University of Portugal (UCP), the School of Economics and Management (ISEG, Instituto Superior de Economia e Gestão) and the Institute of Labor Sciences (ISCTE, Instituto Superior de Ciências do Trabalho e Emprego) in the areas of poverty and social exclusion, social problems and social policy.
He was President of CNJP ( Comissão Nacional Justiça e Paz, National Commission for Justice and Peace) from 2008 to 2014. He was a member of the State Council between September 2014 and January 2016, replacing António José Seguro, who resigned when he lost the internal elections of the PS.
