Azer Kamal oglu Amiraslanov (Azerbaijani: Azər Kamal oğlu Əmiraslanov, born 19 July 1971 in Baku, Azerbaijan) is the chief of Department for agrarian policy issues of Administration of the President of the Republic of Azerbaijan.

Biography

Azer Amiraslanov was born on July 19, 1971 in Baku city. In 1978–1988, he went to secondary school no.158.

In 1988, he entered Azerbaijan State Economic University. After graduating with honours, he entered the Graduate School of the Institute of Economy at the National Academy of Sciences of Azerbaijan in 1993. In 1996, he obtained his PhD in economics by successfully completing his dissertation on "The regulation of the market economy".

He is the author of 6 books and 30 scientific articles. He published over 300 analytical and economic articles in local and foreign press.

In 1993, he founded the Association of Young Economists. Since 2007 he has been the President of the Economic Reforms Foundation.

In 2001–2002, he taught the course on "World Economy" in English at Universities such as Western University and the Azerbaijan State University of Languages. Since 2008 he has been a teacher of Azerbaijan State Economic University.

He attended and presented a number of reports at various seminars, conferences and business meetings organized in countries USA, Mexico, Japan, Germany, Austria, France, Great Britain, Italy, Spain, Belgium, Romania, Czech Republic, Slovakia, Turkey, Russia, Ukraine, Georgia, Hungary, Macedonia, Moldova, Estonia, and Sweden.

In 1993–1994, he served as a senior economist at the Central Bank of the Republic of Azerbaijan and the Joint-Stock Commercial Agro-Industrial Bank. In 1994–1998, he was a senior consultant of the Economic Legislation Department of the Milli Mejlis (Parliament). From 1998 till 2000 he had worked as a consultant in Economic Policy Department at Administration of President of the Republic of Azerbaijan.

In 2000, within the international program of IREX, he conducted the research on "Government, Economy and Business" at the US Small Business Administration, and studied the experiences of managing the US Economy in Washington DC.

In 2001–2003, he was the director of the Centre for Economic Analysis and Consulting, and in 2003–2004, he worked as senior economist on macroeconomic policy issues at the Agency for Technical Cooperation of Germany (GTZ). He had served a member of the Executive Board and Director of the Department of Strategy and Business Development at "Ata Holding" Group of Companies from 2004 till 2005.

In 2005, he was elected to the Milli Majlis of Azerbaijan Republic from Shamkir urban constituency no.98. He was a deputy chairman of the Parliamentary Committee on Economic Policy. He was the head of the working group on inter-parliamentary relations: Azerbaijan Denmark, a member of the working groups on inter-parliamentary relations Azerbaijan United States, Azerbaijan United Kingdom, Azerbaijan Saudi Arabia, Azerbaijan Kuwait. He was also a member of the delegation of the European Union – Azerbaijan Parliamentary Cooperation, a member of the Azerbaijani delegation in the Parliamentary Assembly of CIS.

From 2007 to 2008 he had been a member of the Supervisory Board of The State Oil Fund of Azerbaijan.

By the Presidential Decree dated on August 25, 2008 he was appointed to the head of Department of Agrarian Policy Issues at the Administration of President of the Republic of Azerbaijan. After this appointment, by the decision of the Central Election Commission of Azerbaijan Republic his status of Parliamentary Privilege was terminated.

Speaks fluent English, Russian and Turkish.

Married and has two children.
