The Cavite–Laguna Expressway (CALAX) is a proposed expressway that will cross the provinces of Cavite and Laguna in the Philippines. The construction of the four-lane 47-kilometre-long (29 mi) expressway will connect CAVITEX in Kawit, Cavite to SLEX-Mamplasan Interchange and will cost an estimated ₱35.42 billion or US$787 million.^[1] When constructed, it is expected to ease the traffic in the Cavite–Laguna region, particularly in Aguinaldo Highway, Sta. Rosa-Tagaytay Road and Governor's Drive.^[2]

Build-Operate-Transfer Bidding Process

There were four pre-qualified bidders vying for the CALAX. These are Alloy MTD Philippines Inc.; Team Orion, the consortium of AC Infrastructure Holdings Inc., Aboitiz Land Inc., and Macquarie Infrastructure Holdings Philippines; MPCALA Holdings Inc.; and Optimal Infrastructure Development Inc. of San Miguel Corporation.^[3]

On June 12, 2014, Team Orion, the joint venture of Ayala Corp. and Aboitiz Equity Ventures Inc. won the bid, placing a concession payment of ₱11.659 billion for the public-private partnership (PPP) project. Optimal Infrastructure was disqualified on grounds that its bid security fell short of the 180 days required by the government. It's bid envelope specified a financial bid of ₱20.105 billion.^[4]

23	Silang Exit		Silang, Cavite	This exit will connect to Aguinaldo Highway in Silang for vehicles going to Tagaytay.
24	Silang East Exit		Dasmariñas	This exit heads directly to Paliparan-Silang Road.
29	Sta. Rosa-Tagaytay Road Exit		Santa Rosa, Laguna	This exit will go to Santa Rosa-Tagaytay Road. It will also go to Lakeside Economic Zone (Nuvali).
33	Laguna Boulevard Exit			This exit will go to Laguna Boulevard in Santa Rosa.
37	Technopark Exit			This exit will go directly to Laguna Technopark.
40	SLEX Toll Plaza	(End of expressway)	Biñan, Laguna	This toll plaza will serve for those exiting to the Greenfield City Unilab/LIIP (Mamplasan) Exit in South Luzon Expressway. This will be the last exit of the expressway and southern terminus in Biñan.
