The ten states of South Sudan are divided into 86 counties.[1] The ten states are Central Equatoria, Eastern Equatoria, Jonglei, Lakes, Northern Bahr el Ghazal, Unity, Upper Nile, Warrap, Western Bahr el Ghazal, and Western Equatoria.

Yirol East is the main county in the state of Lakes holding a new planned city Ramciel. Malek payam is the only payam where the central government has placed its capital city. Ramciel is estimated to be located 34 km south east of Malek. The Atuot community of Malek Payam has offered land to the government.
