Eduardo Martín Toval

Eduardo Martín Toval (Málaga, 1942) is a lawyer and socialist politician Spanish.

Biography

Training

Graduate and doctor in Right, during his youth was linked to progressive Christian circles in Málaga. Ingresó In the Body of Inspectors of Work and in 1967 moved to Barcelona like Inspector of Work. Already in Barcelona, went professor of Right of the Work in the Autonomous University of Barcelona. Also it participated in the foundation of the Centre of Studies and Labour Advice, a university centre of labour advice to the workers.

Political activity

In 1970 it incorporated to the ORT, organisation to which belonged until 1972. After his exit, was linked to the group "The Working Mole", of tendency obrerista and autogestionario, linked to the Working Commissions of Barcelona,". Later, ingresa in Convergència Socialist of Catalonia, that afterwards would turn into the PSC-Congrés, in whose foundation had a performance stood out. It was candidate to the Congress by the province of Barcelona by Socialistes of Catalonia, the coalition between the PSC-Congrés and the Catalan Federation of the PSOE in the general elections of 1977, obtaining the seat and forming part of the parliamentary group of Socialistes of Catalonia, of the that was spokesman attach.

It took part very actively in the preparation of the Spanish Constitution and, especially, of the Statute of autonomy of Catalonia, forming part of the "Commission of the Twenty".[1] Already constituted the PSC, repeated candidature and seat in the general elections of 1979, forming part again of the parliamentary group of the Catalan socialists, of the that was spokesman. However it did not finalise the term of office, when presenting to the elections to the Parliament of Catalonia of 1980 and obtain a seat, being the spokesman of the Partit dels Socialistes of Catalonia in said Parliament.

In 1982 it abandoned the Parliament of Catalonia to be again deputy by Barcelona in the Congress. It remained in the Congress during almost thirteen years, already in the socialist group, revalidating his seat in the elections of 1986, 1989 and 1993. Linked to the guerrismo, was spokesman attach and, from 1985, substituting to Javier Sáenz of Cosculluela, spokesman of the socialist parliamentary group, and president of the group, from 1986 until 1993, when like candidate guerrista lost the vote in the parliamentary group in front of Carlos Solchaga.[2] It was member of the federal committee of the PSOE until the XXXIII Federal Congress (1994).[3] In 1995 it renounced to his seat to opt to the city council of his hometown, Málaga, without achieving happen of the third place (the triumph corresponded to the popular candidate, Celia Villalobos).[4] Although PSOE and IU had more councillors that the PP, did not produce pact between the trainings of left, happening the city council to Celia Villalobos. Toval Remained in the consistory malagueño like socialist spokesman until 1998, when it was defeated in the primary socialists for the candidature to mayor of the city.[5]

Later it went back to the administration, in the Provincial Inspection of Work and Social Security of Málaga. From 2004 it is responsible of the Council of Work and Social Affairs in the Spanish Embassy in Morocco.[6]

Personal life

It is married in second nupcias from 1990. Had three children with his first woman, of which divorced .[7]
