European Forest Downstream Services
European Forest Downstream Services (EUFODOS) – Improved Information on Forest Structure and Damages is a joint research and development project of eight research institutions, enterprises and universities, as well as of seven end users, from six European states. For the effective identification of forest damages and for an operational derivation of forest parameters various services were developed in EUFODOS during the time frame from 2011-2013. The project is funded by the European Union's Seventh Framework Programme for Research & Innovation Space, "Stimulating the Development of Downstream Global Monitoring for Environment and Security Services" (SPA.2010.1.1-01).[1]
Aims
Forests have a major role in the European economy and environmental policy. The ecological as well as economic functions of forests can be affected by insect infestations, forest fires or storms. Therefore, the forest authorities require comprehensive information on the degradation status of their forests in order to initiate suitable countermeasures against forest damages and to maintain sustainable forest management.
The European Community offers within the programme COPERNICUS[2] basic earth observation based services on the environment (the Global Monitoring for Environment and Security [GMES] Land and Forest Core Products).[3] In the EUFODOS project, the GMES[1] High Resolution Forest Core Layer on forest area, crown cover density and forest types, optical and radar satellites,[4] as well as laser scanning technology[5][6] are used to offer forest authorities timely and cost-effective information on forest damages.[7]
EUFODOS' main goal is to develop earth observation related services for the assessment of forest damages.[8]
Consortium, users and user federation
EUFODOS is being developed in test sites in seven European countries[9] in the temperate and boreal zone by a consortium of commercial service providers and research organisations from Austria, Bulgaria, Finland, Germany and Italy.[10]

The EUFODOS users are engaged in a User Executive Body to secure that the service development is in line with the user requirements.[25]
Applications and products
EUFODOS focuses on the development of services for the surveying of forest damages and additionally for the investigation of forest parameters which can be used for economic assessments or as a basis for the targeted management of protective forests. These services comprise, for instance, a rush service (results available within a few hours after the event) on storm damage assessment,[4][26][27] a more detailed non-rush service damage assessment,[4] an insect damage assessment[28][29] or a change detection assessment.[30][31][32] These kinds of services are highly requested by various forest authorities in Europe. The results will also support reporting obligations, for instance, with regard to indicator or data assessments of the Ministerial Conference on the Protection of Forests in Europe[33] or UNECE/FAO Forest Resource Assessment.[34][35]
The utilisation of space and airborne sensor platforms facilitates the acquisition of data in very short time intervals and in a cost-efficient way.[36] A preliminary assessment of storm damage can, for instance, be delivered to the users in form of digital damage maps based on satellite data in a more rapidly and more cost effective way than conventional assessment methods requiring helicopter flights or field trips.[35]
The EUFODOS products can, for instance, be applied for:[8][37][38]
- Effective damage assessment to initiate countermeasures,[39][40] compensation payments[41] or reforestation planning.
- Sustainable management of protective forests to maintain and enhance their protective function against natural hazards.[5][42]
- Sustainable management of commercial forests to facilitate wood procurement planning and strategic investment planning.[43]
- Reporting (input for forest maps, forest reports, forest statistics, forest damage information systems).
Dissemination
To introduce the different EUFODOS services and to present recent project results, newsletters are regularly published and disseminated to the EUFODOS users and service providers as well as to other interested persons and potential users.[25] Newsletters and additional information about the EUFODOS project can be downloaded at the project website.[44]
