Evelyn B. Fuentebella (widely known as "Nanay Belen") is the Municipal Mayor of Sagñay, in the province of Camarines Sur. She is the wife of former Speaker of the Philippine House of Representatives Arnulfo P. Fuentebella. Her sons are Tigaon Municipal Mayor Arnulf Bryan B. Fuentebella. and Camarines Sur's 4th District Representative Felix William B. Fuentebella.
Early Life and Education
Evelyn Buquid was born in September 15, 1945 in Sagñay to former Camarines Sur Provincial Board Member and COMELEC Regional Chairman Atty. William Buquid.
She is happily married to former Speaker of the Philippine House of Representatives Arnulfo P. Fuentebella with her 4 sons and 2 daughters, in which 2 of them entered politics (Arnulf Bryan/Arnie and Felix William/Wimpy).
Political and Professional Career
Before she entered politics, Evelyn used to work as an executive assistant to then Prime Minister of the Philippines and Minister of Finance Cesar E. A. Virata.
In 2010, she was being called to run as Municipal Mayor of Sagñay besting her opponent by a large margin of votes.
Accomplishments as Municipal Mayor
After being elected as Municipal Mayor of Sagñay, Evelyn made several accomplishments for her constituents, such as follows:
- Renovated the municipal building.
- Improved collection of taxes, local fees and charges, and implemented a one-stop shop for basic permits.
- Improved planning and development process with a five-year Municipal Development Plan, a continuing upgrade of the socioeconomic profile of the municipality, a project proposal for a comprehensive monitoring system, risk assessment for eight barangays, and many more.
- Established (within weeks of being installed as mayor) a 24/7 hospital that provides emergency assistance and basic curative care, complementing the preventive health care provided by the rural health unit.
- Hosted visiting physicians and medical staff for medical missions annually for 19 years.
- Organized free surgical missions to barangays.
- Provided prenatal and postpartum care for women; educated couples on responsible parenting; and taught mothers how to feed children with available nutrients.
- Increased the number of PhilHealth beneficiaries.
- Implemented the Food-for-Work Program with the DSWD.
- Set up community gardens in Patitinan and Bongalon.
- Donated scores of armchair desks made from wood confiscated by the Department of Environment and Natural Resources from illegal loggers.
- Implemented a Senior Citizen Program, providing them with a vegetable garden, national ID cards to claim their benefits, and a stipend for 100 beneficiaries.
- Upgraded Sagñay's Disaster Response Management Capability and purchased a new truck for disaster management.
- Developed a Mariculture Zone in the waters off Bongalon, and accommodated a foreign investor for seaweed farming.
- Improved key infrastractures in Sagñay, including the Municipal Hall, the Sangguniang Bayan Building and the town plaza.
- Improved port facilities at Sagñay Port and Wharf, including the installation of a liquid freezer.
- Opened the RoRo service from Sagñay's Nato Port to Caramoan's Guijalo Port.
- Concreted the long-unpaved, mountainous Turague-Minadongiol-Kilomaon-Aniog-Kilantaao Road.
- Installed streetlights along Sagñay highways and roads.
- Concreted the Circumferential Road and several roads leading to the barangays, Nato Port and the local PSU campus.
