Frank Barnett Blackburn (born February 11, 1944)[1] is a former interim mayor of Bossier City in northwestern Louisiana. As one of the two at-large members of the Bossier City Council under the mayor-council form of government, Blackburn, a Democrat, became mayor in September 1983, upon the death in office of Marvin Anding.
In August 19, 1971, Blackburn filed as a candidate for the Bossier Parish Police Jury, the parish governing body.[2] On March 15, 1980, he was elected to the city council in a special election to fill the at-large seat on the city council created by the election of Robert Adley to the Louisiana House of Representatives. In the council race, Blackburn defeated the Republican David Harold Broussard (1947-1998).[3] He then won a full council term in 1981.
Blackburn was succeeded in the spring of 1984 by Don Jones, who in a heated special election defeated Marvin Anding's widow, Patricia Janelle Ball Anding (1935-2012).[4]
Blackburn has long been active in the Masonic lodge.[5] He is a native of Lamar County, Texas. Blackburn and his son, Josh Barnett Blackburn (born June 1970), operate Blackburn Radiator Shop, which was established in Bossier City in 1965.[6]
