Phulgama is a village development committee in Dhanusa District in the Janakpur Zone of south-eastern Nepal. At the time of the 1991 Nepal census it had a population of 8,564 persons living in 1539 individual households.[1]

The purpose of village development committees is to organize village people structurally at a local level and to create a partnership between the community and the public sector for improved service delivery system.[3] A VDC has a status as an autonomous institution and authority for interacting with the more centralized institutions of governance in Nepal.[3] In doing so, the VDC gives village people an element of control and responsibility in development and ensures proper use and distribution of state funds and a greater interaction between government officials, NGOs and agencies
