Global Voice Group’s Overview
Global Voice Group (GVG) is a multinational company specializing in the development and implementation of governance technologies for telecom and tax authorities. The company has a presence in about 30 countries and a workforce of approximately 250 individuals.[1]
History
Laurent LAMOTHE and Patrice BAKER co-founded GVG in 1998. The history of the company is closely linked to the evolution of the telecommunications sector in emerging and developing countries over the last 17 years and, particularly, in the context of this sector’s liberalization and globalization. Being Haitian citizens themselves, the two co-founders of GVG addressed the issue of competitiveness and sustainability in the increasingly globalized markets from the point of view of emerging and developing countries.
From 1998 to 2005, GVG’s core activities focused on providing services and technologies to the incumbent telecom operators of these countries, including fraud management and gateway management systems and services. The company was also involved in the carrier-of-carriers business until 2005 when it re-oriented its core activities to focus solely on IT solutions for governments and telecom regulatory authorities.[2] At that time, the liberalization process was almost completed in most emerging and developing countries, and the regulatory authorities recently put in place were lacking the control mechanisms and monitoring tools required to regulate and oversee the development of the liberalized telecom markets.
In developing and emerging countries, creation of regulatory bodies and establishment of predictable, transparent, and effective regulatory frameworks have imposed themselves as a necessary step not only to ensure fair competition and good practices in the liberalized market, but also to attract and retain investors. While regulation was the first logical step following the liberalization of telecommunications in developing and emerging countries, the second logical step was undeniably the modernization of this regulation through the smart integration of ITs.[3]
GVG developed its core offering in line with this necessary evolution.[4]
In 2012, the company further extended this core offering to electronic fiscal solutions for tax compliance.
Products & Services
REGULATOR360
GVG’s flagship solution, Regulator360, was designed to simplify the governance of the global telecom industry. It is composed of six modules, each focusing on a different aspect of the telecom sector and providing a different service.
- The Interconnection Monitoring System (IMS) collects, transmits, centralizes and processes the meta-data produced by all the public switched networks of any given country (mobile, fixed and IP).
- Telecop is an antifraud system that detects fraudulent activities (bypass fraud, SIMbox operations, etc.) in the telecom sector of a given country.
- The Automated Revenue Monitoring System (ARMS) captures all telecom airtime charging data events, airtime billing events and airtime usage events, for the purpose of calculating the total turnover of the telecom operators and of the licensing fees and taxes related to the turnover, as well as the deduction of airtime bonuses.
- Automatic Device Detection and Central Equipment Identification Registry (ADD/CEIR) monitors equipment identity and handset counterfeiting or theft.
- Mobile Money Monitoring (M3) oversees Mobile Money transactions and facilitates the compliance to Know Your Customer (KYC) norms/Anti-Money Laundering (AML) standards and Combating of Financing of Terrorism (CFT) Obligation in the Mobile Financial Service Industry.
- QoS is a quality of service and quality of experience monitoring system that provides objective data regarding the quality of service experienced by the end users and that evaluates the quality of the services provided by the operators’ voice, data and SMS networks, by analyzing specific network-related KPIs.
In some countries, these modules have been implemented as standalone systems.
Electronic Fiscal Declaration Solution
In 2011, GVG created Avatar Technologies to take charge of the design and development of an electronic solution for the purpose of creating a tax compliance-enabling environment in emerging and developing countries. This solution, known as Electronic Fiscal Declaration (EFD), consists of a tax data ecosystem in the Cloud, controlled by government authorities and powered by electronic transaction-recording devices.[5]
Operations
GVG has implemented its solutions in ten African countries.
- Congo-BrazzavilleIn 2009, GVG implemented the Telephone Traffic Monitoring Project,[6] for the Republic of Congo’s Posts and Electronic Communications Regulatory Agency (ARPCE). The project is ongoing.
- Rwanda In 2013, GVG implemented the International Gateway Traffic Verification System (IGTVS) for the Rwanda Utilities Regulatory Agency (RURA). The project is ongoing.
- Senegal In 2014, GVG implemented the Traffic, Interconnections and Quality of Service (QoS) Monitoring and Antifraud Project for the Republic of Senegal’s Telecommunications and Posts Regulatory Authority (ARTP). The project is ongoing.
- Liberia In 2013, GVG implemented the International Gateway Management System (IGMS) for the Liberia Telecommunications Authority (LTA). The project is ongoing.
- Guinea-Conakry In 2009, GVG implemented the National and International Telephone Traffic Monitoring Center for the Republic of Guinea’s Telecommunications and Post Regulatory Authority (ARPT). The project is ongoing.
- Central African Republic In 2009, GVG implemented the Antifraud and Telephone Traffic Control and Monitoring Center Project for the Central African Republic’s Telecommunications Regulatory Authority (ART). The contract binding the two parties ended in March 2015.
- Togo In 2007, GVG implemented the International Gateway Assistance Program (IGAP) for the Republic of Togo’s incumbent operator, Togo Télécom. The contract binding the two parties ended in 2011.
- Tanzania In 2014, through its partner SGS-Société Générale de Surveillance, GVG implemented the Telecommunication Traffic Monitoring System (TTMS) for the Tanzania Communications Regulatory Authority (TCRA). The project is ongoing.[7]
- Ghana In 2010, GVG implemented the International Gateway Monitoring System (IGMS) for the Republic of Ghana’s National Communication Authority (NCA). The contract binding the two parties ended in 2013.
- Gabon Through its partner TELSIG, GVG implemented a National and International Traffic Monitoring Center for the Republic of Gabon’s Electronic Communications and Posts Regulatory Authority (ARCEP) in 2013. The project is ongoing.
Senior Management
Patrice Baker succeeded Laurent Lamothe as Chief Executive Officer of the company in August 2011, after the latter decided to invest more time in his political career in Haiti.[8]
