Global Voice Group’s Overview

Global Voice Group (GVG) is a multinational company specializing in the development and implementation of governance technologies for telecom and tax authorities. The company has a presence in about 30 countries and a workforce of approximately 250 individuals.[1]

History

Laurent LAMOTHE and Patrice BAKER co-founded GVG in 1998. The history of the company is closely linked to the evolution of the telecommunications sector in emerging and developing countries over the last 17 years and, particularly, in the context of this sector’s liberalization and globalization. Being Haitian citizens themselves, the two co-founders of GVG addressed the issue of competitiveness and sustainability in the increasingly globalized markets from the point of view of emerging and developing countries.

From 1998 to 2005, GVG’s core activities focused on providing services and technologies to the incumbent telecom operators of these countries, including fraud management and gateway management systems and services. The company was also involved in the carrier-of-carriers business until 2005 when it re-oriented its core activities to focus solely on IT solutions for governments and telecom regulatory authorities.[2] At that time, the liberalization process was almost completed in most emerging and developing countries, and the regulatory authorities recently put in place were lacking the control mechanisms and monitoring tools required to regulate and oversee the development of the liberalized telecom markets.

In developing and emerging countries, creation of regulatory bodies and establishment of predictable, transparent, and effective regulatory frameworks have imposed themselves as a necessary step not only to ensure fair competition and good practices in the liberalized market, but also to attract and retain investors. While regulation was the first logical step following the liberalization of telecommunications in developing and emerging countries, the second logical step was undeniably the modernization of this regulation through the smart integration of ITs.[3]

GVG developed its core offering in line with this necessary evolution.[4]

In 2012, the company further extended this core offering to electronic fiscal solutions for tax compliance.

Products & Services

REGULATOR360

GVG’s flagship solution, Regulator360, was designed to simplify the governance of the global telecom industry. It is composed of six modules, each focusing on a different aspect of the telecom sector and providing a different service.

In some countries, these modules have been implemented as standalone systems.

Electronic Fiscal Declaration Solution

In 2011, GVG created Avatar Technologies to take charge of the design and development of an electronic solution for the purpose of creating a tax compliance-enabling environment in emerging and developing countries. This solution, known as Electronic Fiscal Declaration (EFD), consists of a tax data ecosystem in the Cloud, controlled by government authorities and powered by electronic transaction-recording devices.[5]

GVG has implemented its solutions in ten African countries.

Senior Management

Patrice Baker succeeded Laurent Lamothe as Chief Executive Officer of the company in August 2011, after the latter decided to invest more time in his political career in Haiti.[8]
