Henley Residents Group (HRG) was formed in the late 1980s in response to an unpopular town centre development in which Waitrose planned to increase the size of its store, demolishing the town's Regal Cinema. Local residents campaigned against this and, unhappy at the Conservative Party's support for the scheme, stood for election in May 1991 winning control of the town council. HRG also won two district council seats.
The plan was subsequently modified to include a replacement cinema, with a three screen cinema.
Apart from a gap in 1999-2003 when HRG lost power over a pedestrianisation scheme, HRG have controlled Henley Town Council since first being elected in May 1991.
