James Cooper (born January 5, 1964) is an American politician currently serving in the California State Assembly. He is a Democrat representing the 9th district, encompassing parts of the Sacramento and San Joaquin counties. Prior to being elected to the state assembly, he was an Elk Grove city councilmember.
Cooper introduced AB 1681 on January 20, 2016, requiring any smartphone manufactured "on or after January 1, 2017, and sold in California after that date" to be "capable of being decrypted and unlocked by its manufacturer or its operating system provider." The bill must pass the assembly and the state senate, and be signed into law by Governor Jerry Brown.[1]
