Kay Halloran (Kathleen Chapman) was elected as the mayor of Cedar Rapids, Iowa, United States in November 2005. She is a Democrat and former state legislator,[1][2] and a member of the Mayors Against Illegal Guns Coalition,[3] an organization formed in 2006 and co-chaired by New York City mayor Michael Bloomberg and Boston mayor Thomas Menino.

She was the first woman to enter into a private law practice in Cedar Rapids, and is the city's second female mayor. Ms. Halloran was a 1954 graduate of Franklin High School in Cedar Rapids.
