List of flags of convenience
The International Transport Workers' Federation maintains a list of 34 national registries it considers to be flag of convenience registries in regard to ship registration.[1]
Criteria
In developing the list, the ITF considers "ability and willingness of the flag state to enforce international minimum social standards on its vessels,"[2] the "degree of ratification and enforcement of ILO Conventions and Recommendations,"[2] and "safety and environmental record."[2] The following registries are on the ITF list (with figures sourced from the CIA World Factbook):
