Mangala Moonesinghe is a Sri Lankan lawyer, politician and diplomat. He was Sri Lankan High Commissioner to the United Kingdom from 2000 to 2002 and Sri Lankan High Commissioner to India from 1995 to 2000. Serving as a Member of Parliament in the periods of 1965–1977 and 1989–1994. The cousin of Anil Moonesinghe and the nephew of Neel Kamal Hewavitharana, he was educated at the Royal College Colombo. Qualifying as a barrister he practiced law for 20 years. In 1975, he was awarded one of the Eisenhower Fellowships to study space law at Western State University College of Law and had been a lecturer at Ceylon Technical College in Company law during 1960–1963.

He was the head of the Parliamentary Select Committee on the ethnic conflict, the so-called Mangala Moonesinghe Committee.
