The Ministry of Statistics and Programme Implementation is concerned with coverage and quality aspects of statistics released.The surveys conducted by the Ministry are based on scientific sampling methods. The current head of the ministry is General V. K. Singh [1]
History
The Ministry of Statistics and Programme Implementation came into existence as an Independent Ministry on 15.10.1999 after the merger of the Department of Statistics and the Department of Programme Implementation. The Ministry has two wings, one relating to Statistics and the other Programme Implementation. The Statistics Wing called the National Statistical Office(NSO) consists of the Central Statistical Office (CSO), the Computer Centre and the National Sample Survey Office (NSSO). The Programme Implementation Wing has three Divisions, namely, (i) Twenty Point Programme (ii) Infrastructure Monitoring and Project Monitoring and (iii) Member of Parliament Local Area Development Scheme. Besides these two wings, there is National Statistical Commission created through a Resolution of Government of India (MOSPI) and one autonomous Institute, viz., Indian Statistical Institute declared as an institute of National importance by an Act of Parliament.

It is also known as National Statistical Office (NSO).It has two wings namely Central Statistical Office (CSO), National Sample Survey Office (NSSO)
- Central Statistical Office (CSO)
It is responsible for coordination of statistical activities in the country and for evolving and maintaining statistical standards. Its activities include compilation of National Accounts; conduct of Annual Survey of Industries and Economic Censuses, compilation of Index of Industrial Production, as well as Consumer Price Indices. It also deals with various social statistics, training, international cooperation, Industrial Classification etc. The CSO is headed by a Director-General who is assisted by 5 Additional Director-Generals looking after the National Accounts Division, Social Statistics Division, Economic Statistics Division, Training Division and the Coordination and Publication Division. CSO is located in the Sardar Patel Bhawan, Parliament Street, New Delhi. The Industrial Statistics Wing of CSO is located in Kolkata. The Computer Centre also under the CSO is located in R K Puram, New Delhi.
- National Sample Survey Office (NSSO)
It is responsible for conducting socio-economic surveys. It has four divisions
- Survey Design and Research Division (SDRD) - Kolkata
- Field Operations Division (FOD) – New Delhi
- Data Processing Division (DPD) - Kolkata
- Co-ordination and Publication Division (CPD) – New Delhi
The surveys on Consumer Expenditure,Employment – Unemployment,Social Consumption (Health, Education etc.),Manufacturing Enterprises,Service Sector Enterprises are carried out once in 5years. And survey of Land and Livestock Holding and Debt and Investment are carried out once in 10 years.field operation division collecting primary data for all portion of economy. annual survey of industry (asi) for industrial sector, agriculture statistics for agriculture sector and service sector data. FOD has all India presence with 49 regional and 167 sub regional offices.
Department of Programme Implementation
It was set up for the purpose of independently monitoring Central Sector Projects and key infrastructure sectors including the social sectors. It has four divisions.
- Infrastructure Monitoring Project Monitoring Division
It is concerned with monitoring of seven key infrastructure sectors including Power, Coal, Railways, Shipping and Ports, Telecommunications, Fertilisers, Cement, Petroleum & Roads and Civil Aviation. It submits monthly review reports.
- Project Monitoring Division
It monitors all central sector projects costing Rs. 20 crore and above. The limit has been revised to Rs. 150 crore from April 2010. Projects are categorised in three groups. Mega projects costing Rs. 1000 crore and above, Major projects with budget Rs. 100 to Rs. 1000 crore and Medium projects costing Rs. 20 crore to Rs. 100 crore.
- Twenty Point Programme Division
This division monitors the implementation of Twenty Point Programme(TPP),1986. Objective of TPP is improving quality of life of the people, especially living below poverty level, to give thrust to schemes related to poverty alleviation, employment generation in rural areas, housing, education, family welfare etc.
- Members of Parliament Local Area Development Scheme Division
It monitors the implementation of the various works/activities under the Members of Parliament Local Area Development Scheme. It was launched in 1993 to enable MPs to recommend works of development nature with emphasis on creation of durable community assets in their constituencies/states.
Plans
The Ministry is looking at allotting a 16-digit Business identification number to each business establishment. Apart from helping the government create and maintain a comprehensive database on businesses, the unique number will also simplify a business' dealings with various governmental agencies by reducing chances of duplicate entities, resolving identity issues and saving time when going for future registrations or licences.[2]
