Modesto Seara-Vazquez (Allariz, Spain, b. September 11, 1931- ) Professor of International Law and International Relations. He worked most of the time in Mexico, at the National University of Mexico (UNAM) and in the State of Oaxaca, as (Founding) Rector of the Oaxaca State University System. He is a world known academic, who made important contributions to the fields of International Law and International Relations. He is considered one of the founding fathers of the Law of Outer Space, for his writings in the 50´s. He also founded several universities, according to the new model of his own design. In Spain he was very active in politics, particularly during the political transition in the seventies and early eighties, but also as a student, in the early fifties; always as a member of socialist organizations. He has also lived in England (London), France (Paris), Germany (West Berlin) and the United States (Salt Lake City).

Academic Activities

Professor of International Law and International Relations at the National University of Mexico (UNAM), where he taught International Law, International Relations, World Politics and International Organizations, since 1961, and founded the department of Graduate Studies and the Center of International Studies at the School of Political Sciences. He also taught at the School of Laws (UNAM), 1961-1976, at El Colegio de Mexico, 1967 and was visiting professor at the University of Utah, 1965-1966. Since 1990, Rector of the Oaxaca State University System (Universidad Tecnológica de la Mixteca, Universidad del Mar, Universidad del Istmo, Universidad de la Sierra Sur, Universidad de la Sierra Juárez, Universidad del Papaloapan, Universidad de la Cañada y NovaUniversitas). Those universities, that follow a model designed by MSV, have won national and international recognition, by their quality in teaching as well as in research.

The planning of the OSUS began at the end of 1988 and the Universidad Tecnologica de la Mixteca was opened at the beginning of 1990. Currently, the Oaxaca State University System is composed by eight Universities with fifteen campuses: Universidad Tecnológica de la Mixteca (Huajuapan de León), Universidad del Mar (Puerto Escondido, Puerto Ángel and Huatulco), Universidad del Istmo (Tehuantepec, Ixtepec and Juchitan), Universidad del Papalopan (Tuxtepec and Loma Bonita), Universidad de la Cañada (Teotitlán de Flores Magón), Universidad de la Sierra Juarez (Ixtlan), Universidad de la Sierra Sur (Miahuatlan), and Nova University (Ocotlán and San Jacinto). There are two additional universities, already built but not yet in operation: Universidad de la Costa (Pinotepa Nacional) and Universidad de Chalcatongo (Chalcatongo).

- Université de Paris (Sorbone) Dr. in International Law, 1959. His doctoral thesis (Études de Droit Interplanetaire) made him one of the pioneers in the field of space law. It would later be translated into Spanish (Mexico, 1961) and English (Wayne State University Press, Detroit, 1965) and part of it into Russian (Moscow, 1963)

In August 1959 he delivered a paper at the Congress of the International Autronatical Federation, in London “The Functional Reglamentation of Extra-Atmospheric Space”. His theory of the functional regulation became the standard theory in space law, adopted by most of the jurists.

Activities in the mass media

- At El Universal of Mexico, he worked on the editorial page in the 60's and early 1980s, when he conducted the Sunday "Latin American World".

- In El Sol de Mexico in the 1970s, he wrote the Sunday supplement "The World from the Sun", worked on the editorial page

- The Excelsior of Mexico in the 1980s, he worked collaborations on the first page.

- Collaborations sporadic in El Pais, Le Monde Diplomatique, and Madrid daily.

- In the Canal I3TV of Mexico, mid-1970, General Counsel, he was responsible for institutional relations of the Canal, and director of Peace and Conflict (documentary analysis of international issues) and international commentator on the news Sunday Seventh Day
