Major General James Nakibus Lakara, commonly known as Nakibus Lakara, is a Ugandan army officer, serving in the Uganda People's Defence Force (UPDF). He is the Deputy Force Commander AMISOM, in charge of logistical support. He was appointed to that position in April 2015, to serve a two-year term.[1][2] Prior to that, from July 2013 until April 2015, he served as the Commanding Officer of the UPDF 3rd Division, based in Moroto.[3][4]
Background and education
He was born circa 1960 in Karamoja sub-region.[3] He holds a Diploma in International Studies, awarded in 2012, by the Institute of Diplomacy and International Studies at the University of Nairobi.[5]
Military career
In the 1990s, at the rank of brigadier, Lakara served as the commanding officer of the UPDF 2nd Division based in Mbarara. [6] Later, he served as the UPDF chief of staff, but was relieved of his post and court marshalled on account of "ghost soldiers in the army".[7] Following the dismissal of some of the charges, and acquittal on others, he remained undeployed from 2003 until 2011 when he was admitted to the National Defence College, Kenya for a senior staff strategic course. He was deployed as the commanding officer of the UPDF 3rd Division in Moroto in 2013.[3] In April 2015, he was promoted to major general[8] and posted to Somalia with AMISOM.[9]
