NewLeaf Travel Company Inc., branded as NewLeaf, is a Canadian virtual airline or ticket seller based at Winnipeg James Armstrong Richardson International Airport in Manitoba. It plans to sell tickets on flights operated by Flair Airlines on its behalf to smaller airports in Canada as well as vacation destinations.

NewLeaf planned to begin operations on February 12, 2016; however, this has been postponed until the Canadian Transportation Agency had completed review of its licensing procedures.[1][2]

On March 30, 2016, the Canadian Transportation Agency had completed their review of licensing regulations and has stated that NewLeaf is not required to hold a license. NewLeaf stated that they are 'clear for takeoff' and will soon resume booking.[3]

History

NewLeaf was founded in April 2015 as an ultra low-cost carrier.[4][5] Jim Young, a former executive of Frontier Airlines and Canada Jetlines, proposed the venture. Young announced the airline would fly to secondary airports in Canada in order to save on landing fees; it would also offer vacation packages, after experimenting with selling spring ski packages to the Okanagan. The airline would partner with Flair Airlines for aircraft, crew, and maintenance.[6][7]

On June 8, 2015, the company selected Winnipeg Airport as its headquarters and hub, along with Kelowna Airport and Hamilton Airport as bases.[8][9]

On January 6, 2016, NewLeaf held press conferences at its three bases to announce it would begin flights on February 12.[10][11] However, on January 18 NewLeaf announced the inaugural date was postponed until the Canadian Transportation Agency completed review of its licensing procedures. It had to be determined whether NewLeaf would be allowed to operate under an indirect licence, i.e. the licence of Flair Airlines. In addition, NewLeaf refunded all ticket sales.[1][2] On March 30, 2016, the Canadian Transportation Agency completed their review of airlines who would operate under an indirect license, and ruled that these airlines are not required to hold separate licenses.[12] NewLeaf has not yet announced when service will commence.
