PCCW Solutions (traditional Chinese characters:電訊盈科企業方案有限公司) is an IT services company and integrated information, communications and technology provider in Hong Kong and China. It started as an in-house IT department of PCCW and is now a wholly owned subsidiary.
The company is headquartered in Hong Kong, and has offices and outsourced development centers in Beijing, Guangzhou, Shanghai, Xi’an, Shenzhen, Changchun and Wuhan. PCCW Solutions employs more than 3,800 ICT professionals across Hong Kong and China.
PCCW Solutions offers software solutions, IT and business process outsourcing services, cloud computing services, systems development and solutions integration, data center services, hosting and managed services, e-commerce and RFID solutions.
History
PCCW Solutions was founded in 2000 under a former company name of PCCW Business eSolutions.[1] The company was initially an in-house IT department under PCCW Group, the largest telecommunications company in Hong Kong. The department was responsible for all internal IT projects such as ERP, CRM, B/OSS and SOA. It began providing end-to-end IT solutions to external customers as PCCW Business eSolutions in 2000.[2] The company has invested extensively in China, with the first outsourced development center set up in Guangzhou in Year 2001.
The company name was changed to Unihub in 2003.[3] Unihub became a Hong Kong ICT solution provider with the provision of Hong Kong Smart ID card[4] and electronic passport system[5] for Hong Kong SAR Government, the AMS/3 trading system for Hong Kong Exchanges and Clearing Limited (HKEx),[6] and the flight information display system of the Hong Kong International Airport. In China, the company has developed in the telecom sectors with projects including nationwide ERP project for China Mobile, and Internet data center design and build for China Unicom (formerly China Netcom).[6]
The company was renamed as PCCW Solutions in 2006,[7] and expanded its business in Asia and international markets to include Taiwan, Singapore, Malaysia and Saudi Arabia.
PCCW Solutions launched cloud computing services in 2010,[8] drawing on its data center infrastructure in Hong Kong and China. It offers a wide range of cloud computing services covering five layers of the cloud computing stack – infrastructure, platform, software, content and process.
In 2012, PCCW Solutions acquired the banking application business in China of the Vanda Group ("Vanda China"). Vanda China's flagship software, VisionBanking Suite, is a leading banking application in the China market.[9]
PCCW Solutions launched Enterprise Solutions Superstore Alliance (ESSA) to aggregate software applications from various ISVs on the cloud platform and offer them to enterprises via SaaS model. ESSA won the Best Collaboration (Service) Silver Award in Hong Kong ICT Awards (2013).
In 2013, PCCW Solutions acquired Compass Solutions Holdings Limited (“Compass”), a leading service provider specializing in the implementation and support of SAP’s Enterprise Resource Planning (ERP) solutions in Greater China.
In 2014, PCCW Solutions unveiled the Powerb@se MCX10 Data Center, its 10th data center facility in Hong Kong and mainland China.

2001:
- A new office and outsourced development center opened in Guangzhou.[10]
- PCCW’s Business eSolutions won a contract from Hong Kong Cyberport that included the design, building, implementation of IT architecture and network infrastructure as well as ongoing operation management services.[11]
2002:
- Business eSolutions won a government contract to develop hardware, software and services for Hong Kong Smart Identity Card System (SMARTICS).[12]
2003:
- Office opened in Shanghai.[13]
- Business eSolutions adopted a new brand identity– Unihub.[14]
- Unihub provided nationwide enterprise resource planning solution for China Mobile.[15]
2005:
- Unihub signed a three-year contract with Dragonair in the provision of professional services on systems integration, hardware and software support, upgrades and maintenance of Oracle E-Business Suite-related applications.[6][16]
2006:
- Unihub won a 10-year contract to produce an Electronic Passport System for the HKSAR Government.[17]
- Unihub was re-branded as PCCW Solutions.[18]
- Awarded an eight-year contract to design and build a Government Financial Management Information System for the Treasury of the HKSAR Government.
- Won two 10-year technical services outsourcing contracts from Civil Aviation Department to support safe and efficient air traffic and navigation operations.[19]
2007:
- Awarded an applications development outsourcing contract to develop and deploy a maintenance management information system for MTR Corporation Limited railway projects in mainland China.[20]
- Awarded a 10-year contract worth HK$125 million from the Hong Kong Police Force to design and build the Versatile Maritime Policing Response System to help keep Hong Kong’s busy seaways and port waters secure.[21]
2008:
- Macau SAR Government awarded PCCW Solutions a contract to design and build an electronic passport system.[6]
- Won a 10-year contract to design, implement, and maintain the Road Cargo System for the Customs and Excise Department of the Hong Kong Government.[22]
2009:
- Signed a contract with Air Traffic Management Bureau (East China) to provide the Control Tower Simulation System Solution.[23]
2010:
- Launched cloud computing services.[24]
- Opened new office and outsourced development center in Xi’an.[25]
- Dunhuang Academy China awarded PCCW Solutions a contract to provide a digital theater system for Dunhuang Mogao Caves visitors’ center.[26]
2011:
- Won Middle South Regional Air Traffic Management Bureau contract to provide a control tower simulator.[27]
- MTR awarded PCCW Solutions a contract to provide engineering work and a traffic information management system.[28]
- Social Welfare Department awarded PCCW Solutions a HK$362 million contract to build the Computerised Social Security System II.[29]
- But PCCW failed to deliver the product.[30]
- PCCW Solutions and GS1 Hong Kong launched ezTRACK.[31]
- PCCW Solutions celebrated 10th anniversary in mainland China.[32]
2012:
- PCCW Solutions won contract to supply and install Radio Rebroadcasting System for Digital Audio Broadcasting at 11 Government Road Tunnels.
- PCCW Solutions won contract for the provision of technical services for Hong Kong Science Museum and Hong Kong Space Museum.
- IBM and PCCW Solutions collaborated to deliver a next-generation cloud services platform with PureSystems.[33]
- PCCW Solutions and Eastern Fibernet formed strategic alliance to provide cloud computing services in Guangdong Province[34]
- PCCW Solutions extended its capabilities in the banking and finance sector with the acquisition of Vanda China[35]
2013:
- PCCW Solutions acquires Compass Solutions Holdings Limited[36]
- PCCW Solutions formed a strategic alliance with ICTology Information Technology to provide ICT services and facilitate e-Government initiatives in Macau, Zhuhai and Henggin.
