His father is Michael Martin, Lord Martin of Springburn, the former Speaker of the House of Commons.

At the age of 26 he became a Glasgow District Councillor following a Council By-Election in December 1993 . He was the Vice-Convenor of the Glasgow District Council Economic and Development Committee, Convenor of the North Area Committee and Convenor of the Youth Committee.

Martin was elected to the Scottish parliament on May 1999. He served as the Parliamentary aide to the Lord Advocate from 2001–2007, from 2007 until November 2009 he was Labour's shadow minister for Justice, he was promoted to the shadow cabinet in November 2009 as Labour's business manager.

Following the 2007 election, Paul Martin was appointed Labour's shadow spokesman on community safety. In a minor reshuffle on 27 October 2009 he was moved to the role of Business Manager for Labour in the Scottish Parliament, sitting on the Business Bureau of the Scottish Parliament.

In 2009, Martin opened a new surgery. It appears to be a converted, main-road shop now office on Dennistoun's main road, 604 Alexandra Parade.

He is seeking a 5th term as an MSP for the East End of Glasgow focussing on much needed local issues.
