Radio23 was a non-commercial, freeform radio station[1] founded by Programming Director Jeff Hylton Simmons[3] and launched in 2009.[4] It was shut down in July 2015. The successor called Freeform Portland will go on air in 2016. Until then the Radio 23 webstream[5] will still be available. Based out of Portland, Oregon, where it supports the local artists[6] and community,[1][7] the station's goal is to provide an international artistic platform for home broadcasters around the world,[8][9][10][11][12] and to teach anyone around the world how to create radio with a computer and an internet connection.[13] Every two hours, a new live broadcaster shows up from somewhere in the world.[13] Radio23 is connected with radio stations that include Cascade Community Radio,[2][9][10][14] Hearth Music,[15] WFMU, KDVS, CKUT-FM, KZME, KBOO,[16] Error FM,[17] and Willamette Radio,[18] and also with the magazine War, Semen and Grooviness.[19]

Since its official launch in May 2009, Radio 23 has covered many festivals; some of these include the Primavera Festival,[20][21] NYC's No Fun Fest,[22] PDX Pop Now!, Lockstock,[23] North Side Festival,[12] the Portland Institute for Contemporary Art's Time-Based Art Festival,[24] and Eye & Ear Fest.
