Colonel Randolph Jewell Francis Mendis OBE, ED, BA was an acting Commander of the Ceylon Defence Force & Ceylon Volunteers Force. He was appointed on 6 April 1946 until 7 August 1949. His post was abolished after Independence and succeeded by Roderick Sinclair as Commander of the Army.[1]
