Reginald Bicha

Reginald (Reggie) Bicha was the first secretary of the Wisconsin Department of Children and Families. He currently serves as the director of the Colorado Department of Human Services. He is a graduate of the University of Wisconsin–Eau Claire and the University of Minnesota.[1][2][3]
