The Saratov Regional College of Arts was originally founded by Stanislav Echsner as a music school in 1895. It is one of the oldest and most authoritative educational institutions of the Volga Region, but has never previously had a campus. The construction project provides accommodations for 156 students and living space for professors, tutors and classes, as well as medical facilities. Valery Radayev, the governor of Saratov region, attended the opening ceremony and noted that the accomplishment resulted from an important cooperation between business and government authorities.[1]
The college replaces the previous Saratov school, and renovation of the campus was funded by OAO NK RussNeft, made possible by RussNeft President Mikhail Gutseriev who donated 54 million rubles. The project was also completed with the support of other oil and gas holdings in the territory of Saratov, celebrating a Year of Culture. Partially as a result of this accomplishment, Mikhail Gutseriev was honored with the Philanthropist of the Year of Culture award, as Saratov region proposed his candidacy.
