Sikkim Manipal University (SMU) is a co-educational public-private funded university located in Gangtok, Sikkim, India. It was established in 1995 and is the first government-private initiative in the region.

History

The university was established in 1995, in accordance with the Sikkim Manipal University of Health, Medical and Technological Sciences Act, 1995 (Act No. 10 of 1995); with the aim of imparting exemplary educational opportunities and healthcare services in the State of Sikkim and country wide.

Accreditation

SMU is UGC recognized private university. It is member of the Association of Indian Universities (AIU) and its recognition with Distance Education Council (DEC).[1] is pending with UGC subsequent to sikkim high court's order dated 26.06.2015 . UGC has finally allowed admissions for the year 2016-17. Sikkim Manipal University, Gangtok is recognised by UGC to continue offering programmes through Open & Distance Learning (ODL) mode for the session 2016-2017 (F.No. UGC/DEB-II/SMU/Recog./2015 Vol. V), dated 21st March, 2016

In the final order to judgement in wp(c) 04 of 2013 on 26.06.2015 Hon. High Court Of sikkim upheld the territorial policy of UGC but at the same time validated the degrees of smu distance education students who were enrolled in any programme of SMU until the date of judgement. Subsequently court came up with a clarification 3 days later i.e. on 29.06.15 explaining the exact position of students degrees. UGC thereafter filed a SL petition in Supreme court on 23.09.15, but the same was also dismissed by supreme court, hence protecting students degrees.

UGC has also issued a notice on 01.10.2015 on its website ugc.ac.in, in which all the 3 judgements related to SMU have been uploaded. But still, it would have been better if UGC clearly issued a specific circular validating the degrees of students as intended by courts order.UGC is expected to take a decision on SMU's distance education programs within 6 months starting from court's order dated 26.06.2015, until then SMU has shut down its study centers all over India and abroad except state of Sikkim.

With over 2,00,000 students, 3,00,000 Alumni, the group offers 195 courses across 14 streams and has enrolled students from 51 countries.

Sikkim Manipal University (SMU) formerly known as Sikkim Manipal University of Health, Medical and Technological Sciences came into existence on November 15, 1992 as a result of the agreement signed between the Government of Sikkim and the Manipal Pai Foundation, with the aim of imparting exemplary education and health care services in the state of Sikkim and country wide. It is the first ever Public Private Partnership in the country for higher Education and Health Care Services. The University has two campuses: Medical campus and the Technology campus. Government of Sikkim provides a grant of Rs. 2.25 Crores per annum for the hospital against which CRH provides free treatment to BPL families and concessional treatment to other residents of the State.

The University was established in 1995 vide Sikkim Manipal University of Health, Medical and Technological Sciences Act (Act No. 9 of 1995). SMU is recognized by the University Grants Commission under Section 2(f) of the UGC Act, 1956 vide letter No F. 9-7/96(CPP-I) dated 9th Dec 1998 and approved by the Government of India. All courses run by the university were approved by the regulatory bodies like Medical Council of India (MCI), Nursing Council of India, Indian Association of Physiotherapy, All India Council for Technical Education (AICTE) and the Distance Education Council.

The Sikkim Manipal University of Health Medical and Technological Sciences (Amendment) Act No. 13 of 2009 was passed by the Sikkim Legislative Assembly on 12 Dec, 2009 and received the assent of The Governor of Sikkim on the 22nd of January 2010. Vide Notification No. 13/LD/P/2010, Dated: 08/04/2010 of Sikkim Government, Sikkim Manipal University of Health Medical and Technological Sciences was changed to Sikkim Manipal University.

The University has since 2012 introduced the new Dept. of H.S.S. or Humanities and Social Sciences consisting of Social Sciences subject like Sociology, Political Science, History, English BA and MA including Commerce B.Com and M.Com in the Campus. Which runs a regular mode course in the following subjects.

According to the said Act the University would be able to disseminate advanced knowledge by providing instructional and research facilities for promoting interdisciplinary studies in the University.

Sikkim Manipal university has been ordered by The UGC to shut down all study centers outside Sikkim in 2012. In its judgement on a Petition filed by SMU against the UGC order, the Sikkim high court held that SMU is bound by the order from the UGC.[2]
