Fowell was born at Fowellscombe, the son of Sir Edmund Fowell, 1st Baronet and his wife Margaret Paulett, daughter of Sir Anthony Paulett of Hinton St George. He was a colonel in the Regiment of Foot in the Parliamentary army in the Civil War and was governor of Totnes.[1]

In 1659, Fowell was elected Member of Parliament for Ashburton in the Third Protectorate Parliament.[2] He was re-elected MP for Ashburton in 1660 for the Convention Parliament and re-elected MP for Ashburton in 1661 for the Cavalier Parliament. He held the seat until his death in 1677 at the age of 53.[2] In 1666 he became Vice-Admiral of Devon and in 1674 he inherited the baronetcy.[1]

Fowell married Elizabeth Chichester, daughter of Sir John Chichester of Raleigh Devon. He was succeeded in the baronetcy by his son John.[1]
