Sudhi Ranjan Mohanty (born 21 March 1960) is an IAS Officer of 1982 cadre[1][2] who is the current Additional Chief Secretary of New and Renewable Energy[3] as well as Education Department in the Government of Madhya Pradesh. He is also the Managing Director for Madhya Pradesh Urja Vikas Nigam Limited.
Education
Hailing from Orissa, Mohanty completed schooling at the Mayo College, Ajmer, graduation BA (Honors) from St. Stephen’s College, Delhi, Post-Graduate Diploma in Management at Indian Institute of Management Ahmedabad in the class of 1979.
Career in the Indian Administrative Service
Additional Chief Secretary: 2011-Current
He has been the recipient of the Global Development Award for Most Innovative Project in 2000 for his work in devising the Rogi Kalyan Samiti concept. He has also received the Solar Power - Man of the Year Award from Renewable World for his contribution to creation of a conducive policy environment and institutional capacity for solar power development in Madhya Pradesh, and the Global Solar EPC Award in 2014 for his department's work in the state of Madhya Pradesh, being presented with the 'Emerging State with popular policy for outstanding contribution towards the development of Solar Energy'.
As the Additional Chief Secretary for School Education Department he has been the instrumental in the success of the implementation of the Child Tracking, Integrated Scholarship and Benefits Management System dubbed as the Shiksha Portal.[4] The online platform is a unique system which allows the State Government to identify enrolments in all schools in the state. The enrolment system does not accumulate summary numbers as the U-DISE. The enrolment system tracks enrolment at the school as individual children. Thus, the system is an insightful tool in the planning and administration of the School Education Department. One of the key services delivered through the enrolment system are the School Scholarships.[5] The Shiksha portal serves as the single point of delivery for all school scholarships in the state of Madhya Pradesh. It has allowed for the Direct Benefit Transfer of 7.8 million scholarships, for the academic year 2013-14, worth approximately 500 crores.
Secretary, Health & Family Welfare, Madhya Pradesh 2009-2011
The State of Madhya Pradesh was the best performing state in Family Welfare in the country in the year 2010-11. The achievement was the highest in the last 33 years and the achievement was more than 62% higher than the previous year. The institutional delivery in the State went up to 82% in the State due to universal referral transport and other measures. SNCUs were set up in all districts and more than 245 NRCs were established. These measures reduced the Infant Mortality Rate(IMR) and Maternal Mortality Rate(MMR) considerably in the State.
Secretary, Bhopal Gas Relief & Rehabilitation, Madhya Pradesh 2009-2011
Steps were taken to provide an additional Rs. 700.00 crores as compensation to the gas victims. Special measures were initiated for cancer and kidney patients. Government Of India agreed to provide Special package of nearly Rs. 900.00 crores for infrastructure development and vocational support to gas victims.
Commissioner and Secretary, Women and Child Development 2004-2006
He initiated and implemented a number of schemes targeting the Millennium Development Goals on Hunger and Malnutrition, Infant Mortality and Women Empowerment. He was responsible for the implementation of the Bal Sanjivani Abhiyan to identify and eradicate childhood malnourishment. The drive involved over 7.5 million children below the age of 6 years, making it the biggest exercise of its kind in the world. During his tenure, amassive drive to prevent child marriages was conducted, put in place a scheme for special interventions for the adolescent girl and initiated a revamped nutrition regime for children under the ICDS.
Secretary, Medical Education, Madhya Pradesh 2005-2006
In continuation of his work in the Rogi Kalyan Samiti,[6] he carried out massive improvements in the Medical colleges of the state. His tenure saw the establishment of a new Medical College in the state, after a gap of nearly 30 years since the last one. He took up several critical interventions to improve the functioning of the institutions imparting knowledge in Indian System Of medicines like Ayurveda, Yunani and Homoeopathy as well as paramedical training.
Managing Director, Madhya Pradesh State Industrial Development Corporation 2000-2004
S R Mohanty undertook the development of a Special Economic Zone at Indore in MP. This was the first Greenfield SEZ to become operational in the country. His work was recognized in formulating the new economic development policy for Madhya Pradesh. His efforts were instrumental in setting up the first IT Park, two textile and apparel parks, six food parks and the first Industrial water supply project under the PPP model.
Managing Director, Madhya Pradesh Road & Bridge Corporation 2001-2004
In an effort to revamp the road infrastructure of the state of MP, as MD of the roads corporation, he initiated and undertook the construction of 15 roads under the BOND-BOT scheme. This network of 1982 km of high quality State Highway corridors today constitute the largest number of BOT roads for any state in the country.
