Dr. Syed Abdus Samad has taught economics at the University of Dhaka, Boston State College, Boston University, South Pacific University, Hankuk University of Foreign Studies South Korea. He has to his credit over 35 years of distinguished career as a national and international civil servant, professional economist, teacher, consultant, and peace and human right activist. As a member of the superior civil service of Bangladesh. Dr. Samad always held important positions and contributed substantially in the highest decision-making process of the government. He was the permanent secretary to the Ministry of Energy nad Mineral Resources, and principal secretary to the Prime Minister of the People's Republic of Bangladesh. At present he holds the position of the Executive Chairman of the Board of Investment in the rank and status of a Cabinet Minister and reports directly to the Prime Minister. Education
He obtained his B.A. Honors degree in economics from Dhaka University. In addition he studied at the UCLA, California, USA, as a graduate student, MA in Economics and MA in political economy from Boston University, Boston, USA in 1977, and Ph.D in economics from Boston University in 1979.
Career
In Bangladesh, he has held the position of the Principal Secretary to the Government of Bangladesh (1997–2001), in the Prime Minister’s Office, the highest civil service rank in the country, and was permanent secretary (1996–97) to the Ministry of Energy and Mineral Resources [1] ], and an economic adviser to the President of Bangladesh (1982-’85).[2] From 1995 to 1997, he was President of the Bangladesh Civil Service Association [3]
In the international arena, Dr. Samad held the position of Executive Secretary, ADIPA (Association of Development Research & Training Institutes of Asia & Pacific, Malaysia),[4][5] during 1992-97. This was the largest network of social sciences and development economics institutions and universities spread over 30 countries of the Asia-Pacific region. He was a Program Director/Coordinator of UN Asian & Pacific Development Center (APDC)] [6] in 1990-96. APDC was the main regional development agency of the time and advised the member governments including Malaysia on development strategies and programmes. He directed the economics and information technology programme of the center.
In between these periods of public service, from 1980 to 1982 he was Professor of Economics/Member Directing Staff, Bangladesh Administrative Staff College; from 1985 to 1990 Professor of Economics, Public Administration & Economic Development Training Academy; from 2006 to 2009: Professor of Economics, South Pacific University and Hankuk University of Foreign Studies, Korea.
He carried out evaluations of many inter-regional agencies, UN funded programmes and projects and was a member of the technical committee of the global programme on comparative poverty research, funded by the International Social Science Council (ISSC), Paris. He was one of the authors of the global research book on poverty published by UNESCO and the Scandinavian University Press (1996).
