Temasek Foundation (abbreviated as TF) is a non-profit philanthropic organisation established by Temasek Holdings in May 2007, with its headquarters in Singapore. TF partners Singapore and international institutions to develop or support programmes in Asia.
TF collaborates with expertise institutions from Singapore and the region to support training programmes that build capabilities in health care, education, public administration and disaster-response, and programmes that promote networks of cooperation in and across communities in Asia.
TF provides expertise including:
- Institutional improvements in processes, systems and frameworks
- Development of strategic action plans and master plans supported by national and local government agencies and bureaus
- Improvements to existing pedagogy and curriculum leading to the adaptation and integration of these new changes into the national curriculum
- Development of new manuals, handbooks and teaching guides that can be shared with a wider community for a more sustainable impact to learning
As at March 2014, out of the S$134.6 million committed in grants since its inception in May 2007, 43.5% of the funds went into developing programmes for education, 21.6% went into building institutions, 15.2% into programmes for healthcare, 12.9% into programmes for building bridges among people, and the remaining 6.8% into programmes for rebuilding lives post-disasters.[1]
Programmes & Partnerships
TF partners Singapore and international institutions including educational institutions, nursing schools, and public administration agencies. It also works with the local host communities to develop localised programmes that address the needs of the communities.
These are TF’s focus areas, with key highlights for FY13/14:
Building People: Health Care
TF supports the training of health care professionals, educators, nurses and specialists, and the upgrading of nursing curriculum, pedagogy and standards, so that better quality of care can be provided in hospitals and health care institutions across Asia.
During FY13/14, TF launched two nursing programmes in China.[1] Partnering the Health Department of Jiangsu, the training programme will train 135 nurse managers, educators and specialists in nursing management, pedagogy, and clinical skills in oncology, gerontology and community health. Over in Shandong, TF also launched a new programme to promote excellence in nursing practice and develop the knowledge and skills of 156 Shandong nursing professionals to align training objectives to the needs in public hospitals and health care institutions.[1]
Building People: Education
TF supports the training of leaders, educators, and specialists to build capabilities in education in schools, vocational institutions and colleges, and universities across Asia.
During FY2013/14, TF launched its first in-country Technical and Vocational Education and Training (TVET) programmes for leaders and educators in Bangladesh and Brunei Darussalam.[1] It also launched its first multi-country TVET programme for technical specialists from Southeast Asia, strengthening the competencies of specialists in electronics, facility technology (air conditioning) and automation technology (mechatronics).[1]
Building bridges among peoples
TF supports networking platforms for students, leaders and journalists from Asia to learn together, share experiences, appreciate the diverse range of cultures, and bond as friends.
During FY13/14, TF launched Temasek Foundation Specialists’ Community Action and Leadership Exchange (TF SCALE),[2] which is a new leadership exchange programme for students from polytechnics and technical institutes in Southeast Asia. 300 students from Cambodia, Indonesia, Philippines, Singapore, Thailand and Vietnam participated in cross-cultural learning about regional economic and community issues, and applied practical skills, technology and research to community social innovation projects.
TF also held the inaugural Temasek Foundation Asia Leaders Connect, its first leadership forum for Asian senior officials, where 25 leaders from Bhutan, Cambodia, India, Indonesia, Lao PDR, Philippines, Sri Lanka and Thailand gathered to discuss the public sector management and global challenges affecting Asia.[1]
Building institutions of excellence
TF lends its support to leaders and officials in shaping the economic development, urban development and public administration policies, regulations and systems in communities in Asia.
During FY13/14, TF expanded the range of training programmes in urban management to areas of transport, electrical and urban freight movement, and implemented bespoke programmes in countries such as Bhutan, Cambodia and Indonesia.[1] It also launched the first Temasek Foundation Leaders in Economic Development Programme – a leadership programme for policy makers, policy advisors and administrators to discuss economic development issues affecting Asia.[1]
Rebuilding lives & livelihoods post-disasters
TF supports communities affected by such disasters through disaster preparedness programmes and post-disaster recovery efforts to rebuild lives and livelihoods.
During FY2013/14, TF trained 430 medical specialists and community health responders in disaster medical management to better respond to emergencies in the eventuality of disasters in the Sulawesi region, Indonesia.[1] It also provided medical, health and community kits including nutrition-related provisions to those affected by Typhoon Haiyan through the Philippine Red Cross and Singapore Red Cross Society in Tacloban, Philippines.[1]
