Under Secretary for Civilian Security, Democracy, and Human Rights
The Under Secretary for Civilian Security, Democracy, and Human Rights is a newly created senior level U.S. Department of State position. Created under the tenure of Secretary Clinton and as a result of the Quadrennial Development and Diplomacy Review, this Under Secretariat replaced the former Under Secretary for Global Affairs and Democracy in January 2012. According to the page for the agency at the US Department of State, "The purpose of the formation of the Under Secretary for Civilian Security, Democracy, and Human Rights was to align the Department's functional bureaus and offices that focus on the protection of civilians and the promotion of democracy and human rights for a common and strategic focus. The first holder of the office was Maria Otero, appointed on January 17, 2012. Her tenure ended on February 4, 2013. She was followed by Robert D. Hormats. [2]
