United Citizen Federation

The United Citizen Federation is the fictional government from the movie Starship Troopers. It was loosely based on the Terran Federation from the novel, which is more like the Roman Republic. In the movie version, the UCF has many of the hallmarks of a fascist government, including heavy-handed propaganda, the demonization of an external foe, the centralized organization of society for total war, military (or militarized) and not civilian leadership, and omnipresent uniforms. Fans of the book believe this was in order to provide a target for the director's political commentary. The director Paul Verhoeven confessed on the DVD commentary, that he's never actually read Starship Troopers, claiming after reading the first few chapters, he became "bored and depressed".

In order to vote in the UCF (and its novel counterpart), one must provide "Federal Service" by serving in the military or other service. The social structure of the world is divided between citizens (people who have served) and civilians (people who haven't served).

The formation of the UCF is not fully explained in the movie. However, dialogue at the beginning of the film suggests its formation was similar to the Terran Federation (albeit more bloody).
