Vincent K. "Vince" Snowbarger (born September 16, 1949) was a Republican member of the United States House of Representatives from Kansas.

Life and career

Snowbarger was born in Kankakee, Illinois. He graduated from Southern Nazarene University in 1971 with a B.A., the University of Illinois in 1974 with an M.A., and he received a law degree from the University of Kansas in 1977. In 1974, he was hired as a professor at MidAmerica Nazarene College. From 1978 to 1984, he worked as a consultant for the Republican Party, and from 1982 to 1984 he worked as the city planner of Olathe, Kansas.

From 1985 until 1996 he served in the Kansas House of Representatives. He was elected to Congress in 1996 from Kansas's 3rd congressional district, succeeding 12-year incumbent Jan Meyers.

Although the 3rd has historically been a moderate district, Snowbarger had an unshakably conservative voting record, especially on social issues. In 1998, his Democratic challenger, former Johnson County District Attorney Dennis Moore, branded Snowbarger as too conservative for the district. Some of the district's moderate Republicans backed Moore, and he was able to defeat Snowbarger by four points.[1]

During the George W. Bush administration, Snowbarger served as Deputy Director of the Pension Benefit Guaranty Corporation and was acting director from 2006 to 2007.
