Bahamas qualified but subsequently withdrew; their place was taken by Guyana. The supposed participants are
Cuba,
Netherlands Antilles,
Guyana,
Dominican Republic, and the matches were planned to be played in Cuba. However, Netherlands Antilles, Guyana, Dominican Republic all withdrew later, and so Cuba won the group automatically.

NB: Bermuda have protested the eligibility of three BVI players (Montgomery Butler, Avondale Williams, Venton James) as being Saint Vincentians; in particular in the case of Avondale Williams this is rather surprising as he already played for BVI in the 2001 edition of this tournament (scoring against the Cayman Islands) and even played (and scored) for the BVI against (of all teams!) Bermuda in World Cup 2002 qualifying
