Defence Pension Disbursement Office, Kannur came into existence in March 2015 as 63rd DPDO under Defence Accounts Department, MOD(Fin) .It is one of the 13 southern DPDO s which comes under the Administrative control of CDA Chennai and disburses pension to around 1.2 lakh Ministry of Defence pensioners .DPDO Kannur is established to facilitate, monitor and Disburse the pension for all the Defence Pensioners and their families includes (Army, Navy, Air Force, Defence Civilians, GREF) situated across Northern Region of Kerala. At present, this office has strength of around 2500 Defence pensioners across Northern Kerala and has taken over the entire defence pensioners drawing their pension from Sub-treasuries of Kannur, Mattannur and thalassery taluqs .

Background of establishing a DPDO

The Ex-servicemen and other MOD Pensioners in Kannur District of Kerala and surrounding districts have always an inclination for drawing their pensionary benefits from DPDO.[2] However all these years they depended on Nationalised banks and Government treasuries for drawing pensions and other pensionary benefits .Other districts in Kerala such as Thiruvananthapuram, Quilon, Kottayam, Pathanamthitta, Trichur, Emakulam etc. already have their own Defence Pension Disbursement Offices (DPDO). The Malabar Region of Kerala, Palakkad, Malappuram, Kozhikode, Wayanad, Kannur and Kasargode districts have no DPDOs. Kannur is the major Centre of Army in Kerala and has a total strength of about 20000 Ex-servicemen, with an approximate 250 soldiers being added every year. Kannur is the Headquarters of Defence Security Corps, it has one Military Hospital and Record Office, 122 Infantary Battalion of Territorial Army, the largest Naval Academy at Ezhimala, and Indian Coast Guard Academy, the only one in the country. But the absence of a Defence Pension Disbursement Offices (DPDO) in Kannur was causing hardships to the Ex-servicemen of Kannur as they have to depend on banks and it takes longer time for their complaints to get resolved. As the Banks are already overburdened. Also the implementation of Government, orders on fixation of revised pension,OROP etc. were getting delayed and sometimes wrong fixation occurs. it was at this background a DPDO was opened for the Malabar Districts.

DPDO and its Functions

The Office functions under CDA Chennai and is headed by an Gazetted Officer of the grade SAO/AO (Senior Accounts Officer) who will be designated as DPDO and is supported by gazetted officers in the grade of AAOs (Asst Accounts Officers) , Non-gazetted officers and other staffs in the rank of Auditors and Clerks.A Zonal Office Under CDA Chennai located at Thiruvanathapuram will be the Nodal point for all DPDOs working in Kerala. DPDO Kannur has to ensure-

  1. Prompt disbursement of pensions as per the guidelines of PCDA(Pensions)
  2. Single window concept for attending pensioners’ grievances .
  3. Disbursement of pension through ECS wherever RBI has made it possible.
  4. First payment made on the day the pensioner turns up.
  5. Facility of annual identification at the PSB branch in addition to DPDO.
  6. Holding of Mini Defence Pension Adalats along with annual inspection solely for the benefit of the DPDO Pensioners

Project Ashraya

DPDO Kannur operates in an SEMI automated atmosphere with the help of Ashraya Software[3] which is developed by DEFENCE ACCOUNTS DEPARTMENT. Ashraya came as a replacement for the complicated Revised New Pension Disbursing System (RNPDS).Aashraya is simpler, user friendly and takes lesser processing time. Hence, the DPDOs can afford to wait for some more time before generating the monthly pension payment schedules. Thus, more changes reported by the pensions and various other authorities (pension Sanctioning Authorities, Record Offices, etc., ) can be incorporated in the same month. Aashraya is devised to work in a networked environment. Local Area Networks (LAN) have been installed in all DPDOs. When fully operational, it would be a significant step in the efforts of Defence Accounts Department to introduce complete automation of office procedures.Moreover the pensioner will continue to get his/her pension at his bank account as before and ensures all the periodic revisions and up gradations issued by Ministry of Defence and PCDA(Pensions) is effected.

Methodology

  1. The Auditors/Task Holders working in a DPDO would feed the corrections online in real time, if any. The data fed by the Auditors will be transferred online to the respective Asst. Accounts Officers (AAO). The AAOs will verify the data and ensure their correctness. Incorrect data, if any, would be rectified by him/her, before transferring them to the Defence Pension Disbursing Officer (DPDO). This process is known as Validation.
  2. The DPDO would make the final verification of the entered data and update them on the computer. Once it is updated by the DPDO, the changes will be effected in the database.
  3. The Payment scroll for each month will be generated by the end of previous month for pension disbursement.
  4. The payment scroll will be uploaded to the SBI-CMP portal and the amount will be credited to the concerned Pensioners Bank Account each month.
