Pay accounts office DSC

PAO(ORs)DSC is one of the 44 Pay accounts offices of the Defence Accounts Department and is controlled by the CDA Chennai (Controller of Defence Accounts). PAO (DSC) Kannur is the paymaster and fund manager of almost 63,000 JCOs and ORs of Defence Security Corps.[1]

History

Defence Security Corps (DSC) was previously known as Defence Department Constabulary Centre. It was founded on April 25, 1947, at Mathura in Uttar Pradesh State in Northern India. The establishment was subsequently moved to Delhi on May 3, 1947. Originally, the DSC was developed as a police force with the hierarchy, titles, and badges of ranks of police. On April 23, 1948, the Defence Constabulary Department was re-organised and re-designated as Ministry of Defence Security Corps (MDSC) with military titles and badges of ranks. Again, on August 16, 1958, MDSC was renamed Defence Security Corps and brought under direct control of Army Headquarters. Subsequently the DSC centre and DSC records were shifted from Delhi to Chakratha (Uttar Pradesh) in 1959 and finally to Kannur (Kerala) on November 21, 1961. The Pay and accounts office of the DSC were always located at Delhi and managed and disbursed pay and other allowances of DSC from there.[4]

The pay accounts office of the Defence Security Corps (DSC) regiment which was located at Delhi was later shifted to the Kannur Cantonment where the DSC Training centre and DSC Records office existed. DSC Regiment was shifted to Kannur in 1961. With this shift, a release group was formed in March 1966 at Southern command. Shri V.R Sambandham IDAS, ACDA from CDA(SC) Pune has taken over the charge of newly transferred Pay accounts office(DSC) at Kannur on 25/06/1966. In 1991, PAO (DSC) entered computerization of Individual Running Ledger Account (IRLA). In 1999, the Electronic Data Processing Section started functioning independently.[5]

The PAO(ORs) DSC maintains the Pay Accounts Of JCOs (Junior Commissioned Officers) and NCOs (Jawans) of Defence Security Corps (DSC). PAO(ORs)DSC initially Started with the holding of 18000 IRLAs (Individual Running Ledger Accounts) is now holding more than 63000 IRLAs active and about 30000-40000 Non effective IRLAS.The Office functions under CDA Chennai and is headed by an IDAS Officer of the grade DCDA/ACDA (Deputy controllers or Asst Controllers of Defence Accounts) and is supported by gazetted officers in the grade of SAOs/AOs (senior accounts officers), AAOs (Asst Accounts Officers) and Non-gazetted officers and other staffs in the rank of Auditors and Clerks. The PAO has 12 ledger groups to manage the 63000 IRLAs. PAO(ORs) DSC is a fully computerized Pay office and has a fully operational Electronic Data Processing center at the same premises.[6]

Other than the ranks mentioned above, PAO DSC also manages the pay and claims of Honorary Lieutenant, Honorary Captains and Honorary Majors of DSC Regiments.[7]

Functioning

With about 63000 personne, the DSC provides security coverage for the Defence Ministry sites. The corps comprises EX-SERVICE MEN who gets re enrolled to active service.[8] They provide the outer line security at entry and exit gates of Defence establishments , patrol defence areas and man the security outposts and watch tower in defence areas. They provide their services other than army to Indian navy, air force, ordinance factories, defence depots, DRDO, Ministry of Defence civilian establishments, Indian embassies etc. The DSC center at Kannur is the mother depot to all DSC platoons located anywhere in India and abroad.[9]

PAO DSC manages the pay and allowances, claims and other fund transfers of DSC JCOs and Jawans in full computerized environment using an indigenous developed software package, Project Dolphin. PAO DSC uploads their pay slips monthly on the official website of the pay accounts office.[10]
