Emerson S. Carlos is a Filipino lawyer and was the Assistant General Manager for Operations of the Metropolitan Manila Development Authority (MMDA) from January 4, 2011 to October 1, 2015. He is the agency's current officer-in-charge and acting chairman following the resignation of Francis Tolentino, who resigned from his post to run for Senate in the 2016 elections.[1][2][3] He is also the over-all chairman of the Metro Manila Film Festival organizing committee.
