The country's telecom regulator is the Canadian Radio-television and Telecommunications Commission (CRTC). However, it does not regulate most aspects of mobile phone service; prices and service quality are not regulated at all, while spectrum allocation is handled by Industry Canada.
There are numerous mobile virtual network operators, such as Virgin Mobile Canada. These are not presently listed due to difficulty retrieving data for all such operators, and uncertainty as to whether the figures below include MVNOs operating on the applicable networks.[28]

- As of Q3 2013, approximately 591,000 Alltel subscribers (within the 26 markets formerly divested to ATN, Inc.) are included in AT&T Mobility's subscriber count. As mandated by the FCC, AT&T will continue to operate Alltel's CDMA2000 1xRTT and EV-DO networks for Alltel's existing customers, including roaming partners, until at least June 15, 2015.[138]
- Number of retail customers (postpaid and prepaid) + reseller (wholesale) customers. Excludes approximately 1.4 million Clearwire fixed wireless retail subscribers.
- As of Q2 2013, MetroPCS subscribers are included in T-Mobile US's total subscriber count. T-Mobile will shut down MetroPCS's CDMA, Ev-DO, and 1900 MHz LTE networks by the end of 2015.
