Luigi Quisumbing

Luigi Quisumbing (born July 12) is the Congress representative of the 6th district of Cebu (Philippine Congress).

Political Life

Congressman Luigi is a former member of One Cebu Party and had sworn in to be member of the Liberal Party (LP) in 2012.[1]

He is the official candidate of the Liberal Party to run as Mayor of Mandaue City in the election of Cebu, 2016 together with Atty. Carlo Fortuna.[2] Rep. Quisumbing has endorsed current Mandaue City Mayor Jonas Cortes to run for Philippine House of Representatives elections, 2016 as representative of the 6th district of Cebu.

Quisumbing,Cortes and their whole slate took oath as the official representatives of the Liberal party on October 12, 2015.[3]

Luigi Quisumbing is One of the 49 Congressmen who are subject of the DAP issue according to the Commission on Audit report.

DAP Scandal

Commission on Audit has named Rep. Quisumbing as one of the 49 lawmakers linked to the anomalous Php 670 MM funds transferred to dubious Muslim NGOs according to reports.[4][5][6][7]

COA's report significantly noticed that Sinag ng Kaunlaran at Pagasa Foundation, which was granted P3 million in the PDAF of Rep. Luigi Quisumbing even though it was “barely eight months in existence without any certified proof that it had implemented similar projects when it received the fund transfer.[8][9][10]

PDAF Scandal: Ambuvans Graft and Corruption Case

In 2016, a Mandaue City taxpayer filed a "Graft and Corruption Case" against Rep. Quisumbing at the office of the Ombudsman-Visayas for the purchase of 19 ambuvans.[11][12] Quisumbing reacted that the said case is a form of harassment.[13]

On April 4, Complainant and taxpayer Roberto Letaba again published a one whole ad in Sunstar local daily to insist that there was an abuse of authority on the part of Congressman Quisumbing.[14][15]
