Ramesh Kailasam (Rameesh Kailasam) is a noted governance reform, policy expert and a business strategist from India. He is currently Deputy Managing Director & Senior Director at APCO Worldwide at New Delhi, India and heads the public policy and government engagements for the firm's India operations across different sectors and clientele in the corporate sector. He is well respected for having worked on significant issues in the region that have helped Government's and industry from a policy standpoint. He has been responsible on many occasions to make the Government and industry reach a common standpoint on areas of disconnect. He has been a strong proponent of not only "ease of doing business" but also "ease of setting up business" in India for not just Foreign companies but also Indian ones. Prior to APCO he served as vice-president for Governmental Programs at International Business Machines (IBM) for India & South Asia where he represented the company in a number of forums and policy engagements with the Government. He has been involved in the creation of various next generation administrative reforms and e-Governance in various States and Central Government in India. He was actively involved in the initial set up and running of the first of its kind Centre for Good Governance in India at the Government of Andhra Pradesh under the aegis of the Chief Minister's office. Through this Centre he drove various governance reforms in Financial Accountability, Finance, Urban, Rural governance, Health, Education and governance reforms.

Rameesh has been an advisor to various State governments in India on administrative reforms and e-governance. He has been associated with the World Bank and Asian Development Bank on Public Expenditure Management, Urban sector reforms and was instrumental in creation of the first of its kind in depth State Financial Accountability Assessment. He later published its methodology which is widely used by bilateral and multilateral funding agencies as a best practice. He is part of various committees in Government on Municipal, Financial, e-Governance reforms, besides authoring and contributing to the National Anti-Corruption Strategy published by the Central Vigilance Commission (CVC) in India and Serious Fraud Investigation Office (SFIO) at Ministry of Corporate Affairs. He has also been actively working in creation of skill development and employability skills across sectors through various Government and quasi- government bodies in India. He is also part of various Industry committees of CII, FICCI, Amcham etc. in India. He has been acknowledged for his contributions to the latest book "Manifesto for Change" authored by Dr. A.P.J. Abdul Kalam and V. Ponraj which is a sequel to India Vision 2020 for India.
He also delivers invited lectures on Governance reforms at various reputed Institutions in India like Indian Institute of Management, Management Development Institute, Institute of Chartered Financial Analysts of India & OPJGU including lectures at various international forums such as World Fiduciary Forum of World Bank, Commonwealth Association for Public Administration and Management, WEF and UN organisations.
Rameesh is also a business strategist and helps organisations and corporates convert white spaces into opportunities. He was born in Jamshedpur then Bihar (now Jharkhand) and his family originates from a village close to the southernmost tip of India in Tamil Nadu. He speaks eight languages.
Rameesh has worked with almost every State in India across projects which have had significant social and economic impact on the ground as evidenced from many of the papers and presentations. His approach has been largely focused on new innovative solutions and policies but tailor made to suit problems of developing and underdeveloped regions. There is a significant amount of learning's he brings to the table around policies primarily earned from his own early life which was driven by economic compulsions and hardships.
Education
Mr. Ramesh Kailasam is a FCMA – Fellow Cost & Management Accountant from Institute of Cost Accountants of India and holds various certifications from the Institute of Chartered Accountants of India, Indian Institute of Management and Asian Development Bank Institute, Japan.
Career
Ramesh Kailasam has been instrumental in Government Process re-engineering besides building proof of concepts on innovative use of technology to improve governance. He has authored & Co-authored numerous papers, books and reports, which have been published in various national and international conferences. His papers, publications and reports are on numerous topics such as Financial Accountability Assessments, Treasury Reforms, Municipal Reforms, Renewable Energy, Skill development, e-Governance, Mobile Governance and Anti-Corruption. His paper on internal audit in Government is used by University of Birmingham and University of Sussex. His contribution on transparency and Financial reforms have been incorporated in the National Code for Good Governance developed by the Administrative Staff College of India and brought out by Government of India.
He was also associated with running of the Oracle-HP e-Governance Centre of Excellence aimed at providing a platform for the development of model e-governance applications besides showcasing innovative and tested e-governance applications that are currently being used by various government agencies in India. This was instrumental in helping government agencies transition smoothly and quickly into fully automated governance mode.
He is the author of the earliest papers in India on adoption of Mobile Governance (m-Governance) and usage of mobiles in Governance as input devices to beat the last mile connectivity issue. This paper was adopted by Telecom Regulatory Authority of India (TRAI). He also coined the acronym "(eI)" and has been driving adoption of electronic invoicing in India to enhance transparency and bring down consumption of paper.
