The Premier Division consisted of 22 clubs, including 17 clubs from previous season, four clubs promoted from the Division Ones plus one club who had been relegated from the Conference South:
- Cambridge City, relegated from Conference South
- Evesham United, promoted as champions of Division One Midlands
- Farnborough, promoted as champions of Division One South & West
- Oxford City, promoted as play-off winners in Division One South & West
- Stourbridge, promoted as play-off winners in Division One Midlands
Corby Town won the Southern League Premier Division and along with play-off winners Gloucester Town got a places in the Conference North next year.
Mangotsfield United, Yate Town and Hitchin Town relegated to the Division Ones, while Banbury United were reprieved from relegation after two Conference South clubs folded.

Division consisted of 22 clubs, including 14 clubs from previous season, one club transferred from Division One South & West, three clubs transferred from Isthmian League Division One North, two clubs promoted from each Midland Football Alliance and Eastern Counties League, and two clubs relegated from each Premier Division and Conference South:
- AFC Sudbury, transferred from Isthmian League Division North
- Arlesey Town, transferred from Isthmian League Division North
- Atherstone Town, promoted as champions of Midland Football Alliance
- Bury Town, transferred from Isthmian League Division North
- Bromsgrove Rovers, relegated from Premier Division
- Marlow, transferred from Division South & West
- Nuneaton Town, relegated from Conference South
- Soham Town Rangers, promoted as champions of Eastern Counties League
Nuneaton Borough, finished 7th in the Conference North went into liquidation due to financial difficulties, were immediately reformed under the name Nuneaton Town and relegated 2 divisions down to get a place in Midlands division.
Leamington won the division in the second attempt and got a place in Premier Division along with play-off winners Nuneaton Town. Dunstable and Malvern finished bottom of the table and were relegated to the lower leagues.
