The University of the Philippines Institute for Small-Scale Industries (UP ISSI) is a program of the University of the Philippines solely devoted to assist the promotion and development of small and medium enterprises (SMEs) in the Philippines through training, research and consultancy. It also helped other countries in Asia Pacific Region build up their own SME development capabilities.
History
The Institute for Small-Scale Industries was established on March 2, 1966 through a bilateral agreement between the Republic of the Philippines and the Government of the Kingdom of the Netherlands. Its principal objective then as now was to assist and promote the development and growth of the small-scale industrial sector in the Philippines. Originally set up as the training institute for the Philippine small industries, it gradually built up its capabilities and expanded its activities to include research, extension, and information programs.
On August 4, 1969, the Institute was established through Republic Act No. 6041 as a research and extension unit of the University of the Philippines.
The Institute had its permanent home with the completion of the four storey E. Virata Hall in 1986.
From then, UP ISSI conducted several consultancy training courses, seminars, technical studies in the field of medium and small-scale industries with emphasis on Philippine industries.

Manager's Course
As the country's longest running management development Mini-MBA program, as well as the Institute's flagship course, it seeks to accelerate managerial talent for progressive business enterprises that aim for continuous improvement in productivity, quality, innovation and competitiveness in local and international markets.
Thru a mix of adult learning methodologies, the course provides theoretical foundation as well as benchmarks for basic and advanced practices required to jumpstart the management skills of the Student-Managers. A typical cohort would have a good mix of novice and serial entrepreneurs, senior practice leaders and managers from varying functional disciplines, corporate strategy planners, and business development consultants.
Presented by distinguished UP Faculty and experts and conducted for twenty Saturday learning sessions, the course culminates in a capstone project assessment of a partner enterprise where the student puts into use all the management tools learned, as a business consultant would. The assessment is presented to and critiqued by an elite panel of industry experts, academe and a senior management representative of the enterprise. Select students demonstrating management excellence in their capstone project graduate the course with a Certificate of Distinction.

Advanced Leadership and Management Course
An industry demand for a senior management version of the Manager's Course gave birth to the Advanced Leadership and Management Course. With a business landscape swarming with competitors, sustainability and other risk issues, the course aims to equip practicing senior managers with skills necessary to drive strategy, organizational resilience and execution. Recent cohorts have C-suite level, VP level, senior managers and entrepreneurs from mature enterprises.
With the same brand of distinguished UP Faculty and experts, the course is presented for a shorter ten Saturday learning sessions. And like the Manager's Course, this Course culminates in a capstone strategy roadmap project, this time of the student's enterprise. Likewise, select students demonstrating senior management excellence in their capstone project graduate the course with a Certificate of Distinction.

Research and Consultancy
UP ISSI undertake technical studies and researches on request of the various governmental agencies concerned with industrial development and interested private industries. It also perform study programs and research for the promotion of medium and small-scale industries.
From time to time, UP ISSI undertake publication of studies, research papers, articles, and other written works on small and medium-scale industry with emphasis on those related to its objectives and distribute them at cost to government agencies, private industry, and other interested parties.
APEC Training Center
UP ISSI serves as the center for the Asia-Pacific Economic Cooperation Training and Certification Program for Business Counselors (APEC TRACE). APEC TRACE is an international training, certification and development program for small business counselors in APEC Member Countries. It consists of the following modules:

SERDEF
The Small Enterprises Research & Development Foundation (SERDEF) serves as UP ISSI's partner from which it draws much of its technical expertise in implementing SME development programs at the field level. It is a non-stock, non-profit foundation dedicated to assist the promotion and development of small and medium enterprises (SMEs) in the Philippines.
E. Virata Hall
The E. Virata Hall, completed on 1986, serves as the nerve center for small-scale industry research and development. The first floor houses the Programmable Logic Control training rooms as well as document processing services. The second floor serves as function hall for bazaars, trade exhibitions and conferences. The third floor contain the training rooms for the Manager's course as well as its short courses. It also houses the Research Materials and Documentation Center (RMDC), where published works of the Institute as well as participants papers are located. The fourth floor is where SERDEF and the UP ISSI administration office are located. Admission for training programs, technical and social assistance are entertained at its office. The building is WiFi capable, with its internet service exclusive for training participants and administrative staff.
