  2. The Ministry of Public Works, Transportation and Communications and Ministry of Public Highways were merged by President Ferdinand Marcos in 1981 as the Ministry of Public Works and Highways.
  3. The Office of Prime Minister is still in effect after Aquino took office and appointed Vice-President Salvador Laurel as prime minister until it was dissolved after the 1987 Constitution was approved.
