The National Capital Region Transport Corporation Limited (NCRTC) is proposed as the implementing agency for taking up the RRTS project in the NCR. It is envisaged to undertake design construction, operation and maintenance of the RRTS project on a similar pattern as the Delhi Metro Rail Corporation (DMRC). It will cover the States of Delhi, Haryana, Rajasthan and Uttar Pradesh.

Implementation
A maglev based system will connect Delhi-Panipat in 14 minutes, Delhi-Alwar in 22 minutes and Delhi-Meerut in 10 minutes, if the stopovers at the stations on the way are ignored. But the current proposed RRTS by central government has travel time of Delhi-Panipat and Delhi-Meerut in 1 hour and Delhi-Alwar in 2 hours. There will be Break-of-gauge with many lines of the metro, as this may use Broad gauge, where as metro uses standard gauge. This will impact the seamless travel of people and goods between the CBD and suburbs. Recently Delhi government approved the alignments of the three Regional Rapid Transit System (RRTS) corridors. These corridors will connect the capital with Panipat, Meerut and Alwar. These three alignments were recommended by the National Capital Regional Planning Board (NCRPB).
Integrated public transport system
Rapid Rail Transit System (RRTS) across the world (especially in Europe) have become successful only if they are tightly integrated with the other public transport by sharing the stations or having underground pedestrian passage which can connect different kinds of public transport systems, like Stockholm Central Station. Ease of use, speed of travel, one pass for all public transport and the information regarding the waiting time for the next service makes the public transport successful. Metro, Light Rail, Mono Rail, Airport link, Bus(Local and long distance), long distance Train, Bicycle Parking, Taxi and auto rickshaw all needs to be integrated to make the Rapid Rail Transit System (RRTS) self-sustaining. Integration and seamless transfer of passengers from other public transport to the Rapid Rail Transit System (RRTS) will determine the patronage of the Rapid Rail Transit System (RRTS).
Technology
High Speed Rail Authority (HSRA) will standardise the High Speed Rail standard used across the country. Delhi's Rapid Rail Transit System (RRTS) may have to use the technology suggested by HSRA. Maglev is being chosen world over for the new implementations of the rapid transport systems, as the life cycle costs of such systems are much lesser than conventional HSR, i.e. 2 weeks of maintenance over a period of 10 years.[1] India has not decided on the technology for the HSR to be implemented across India. RRTS may have to go underground for railway line and stations within city limits to connect the Central business district of the towns in the route.
