Visa requirements for Lithuanian citizens
Visa requirements for Lithuanian citizens are administrative entry restrictions imposed on citizens of Lithuania by the authorities of other states. In 2016, Lithuanian citizens had visa-free or visa on arrival access to 162 countries and territories, ranking the Lithuanian passport 14th in the world (tied with Estonian) according to the Visa Restrictions Index.[1]
History
Many countries began relaxing visa restrictions since Lithuanian independence in 1990 including Denmark (September 1992),[2] Hungary (September 1992),[3] Czechoslovakia (October 1992),[4] Norway (March 1993),[5] Poland (May 1993),[6] Cyprus (July 1995),[7] Malta (October 1995),[8] Slovenia (May 1996),[9] Bulgaria (December 1996)[10] Iceland (April 1997),[11] Finland (August 1997),[12] Switzerland (January 1998),[13] Austria (February 1999),[14] Germany (March 1999),[15] Greece (March 1999),[16] France (March 1999)[17] Chile (May 1999)[18] Portugal (August 1999)[19] Belgium, Luxembourg and the Netherlands (November 1999)[20] Spain (April 2000),[21] Uruguay (May 2000),[22] Japan (May 2000)[23] and Israel (June 2000).[24]
Recent
Since Lithuanian 2004 accession to the European Union (EU), visa restrictions for Lithuanian citizens were relaxed. Following the accession to the European Union in 2004 and the Schengen Area in 2008, visa requirements were lifted by many countries including Macau (February 2002),[25] Hong Kong (February 2002),[26] Slovakia (March 2002),[27] South Korea (April 2002),[28] Albania (May 2003), Serbia and Montenegro (May 2003),[29] Argentina (December 2003)[30] Panama (February 2004)[31] Ukraine (July 2004),[32] Costa Rica (November 2004),[33] Mauritius (November 2004),[34] New Zealand (April 2005),[35] Paraguay (April 2005),[36] Georgia (June 2005),[37] Macedonia (July 2005),[38] Thailand (July 2005),[39] Bosnia and Herzegovina (July 2005),[40] Moldova (April 2006),[41] Canada (March 2008),[42] Taiwan (November 2008),[43] United States (November 2008),[44] Brazil (January 2009)[45] and Turkey (November 2009).[46]
Recently visa requirements for Lithuanian citizens were also lifted by Kyrgyzstan (July 2012),[47] Armenia (January 2013),[48] the United Arab Emirates, Timor-Leste, Samoa (May 2015),[49][50][51][52] Sao Tome and Principe (August 2015),[53] Indonesia (October 2015),[54] Tonga (November 2015)[55] and Palau.[56]
Myanmar made Lithuanian citizens eligible for eVisas in October 2014.[57] India made Lithuanian citizens eligible for e-Tourist Visa in May 2015.[58]
In 2014, Lithuania ranked 14th on the list of countries based on the visa requirements for their citizens. This means that Lithuanians can travel to 157 countries and territories visa-free or can obtain visa on arrival.[59] In 2009 Lithuanian citizens could travel to 125 countries without a visa,[60] to 140 in 2010,[61] and 149 in 2012.[62]

Visa requirements for Lithuanian citizens for visits to various territories, disputed areas and restricted zones:
- Europe
- Abkhazia — Visa required.[273]
- Mount Athos — Special permit required (4 days: 25 euro for Orthodox visitors, 35 euro for non-Orthodox visitors, 18 euro for students). There is a visitors' quota: maximum 100 Orthodox and 10 non-Orthodox per day and women are not allowed.[274][275]
- Belovezhskaya Pushcha National Park — visa-free for 3 days;[276] must first obtain an electronic pass.[277]
- Crimea — Visa issued by Russia is required.[278]
- Turkish Republic of Northern Cyprus — Visa free access for 3 months. Passport or ID card is required.[279]
- UN Buffer Zone in Cyprus — Access Permit is required for travelling inside the zone, except Civil Use Areas.[280]
- Gibraltar — Visa not required.[281]
- Jan Mayen — permit issued by the local police required for staying for less than 24 hours[282] and permit issued by the Norwegian police for staying for more than 24 hours.[283]
- Kosovo — visa free for 90 days.[284]
- Nagorno-Karabakh Republic — Visa required (issued for single entry for 21 days/1/2/3 months or multiple entry visa for 1/2/3 months).[285][286] Travellers with Nagorno-Karabakh visa (expired or valid) or evidence of travel to Nagorno-Karabakh (stamps) will be permanently denied entry to Azerbaijan.[287]
- South Ossetia — Visa free. Multiple entry visa to Russia and three day prior notification are required to enter South Ossetia.[288][289]
- Transnistria — Visa free. Registration required after 24h.[290][291]

- British Indian Ocean Territory — special permit required.[292]
- Eritrea (outside Asmara) — visa covers Asmara only; to travel in the rest of the country, a Travel Permit for Foreigners is required (20 Eritrean nakfa).[293]
- Saint Helena, Ascension and Tristan da Cunha
- Ascension Island — Entry Permit must be obtained minimum 28 days in advance (3 months for 20/30 pounds sterling, single/double entry).[294]
- Saint Helena — Visitor's Pass granted on arrival valid for 4/10/21/60/90 days for 12/14/16/20/25 pound sterling.[295]
- Tristan da Cunha — Permission to land required for 15/30 pounds sterling (yacht/ship passenger) for Tristan da Cunha Island or 20 pounds sterling for Gough Island, Inaccessible Island or Nightingale Islands.[296]
- Sahrawi Arab Democratic Republic (Western Sahara controlled territory) — undefined visa regime.

- India — Protected Area Permit (PAP) required for all of Arunachal Pradesh, Manipur, Mizoram and parts of Himachal Pradesh, Jammu and Kashmir and Uttarakhand. Restricted Area Permit (RAP) required for all of Andaman and Nicobar Islands and Lakshadweep and parts of Sikkim. - Arab League — Certain countries will deny access to holders of Israeli visas or passport stamps of Israel because of the Arab League boycott of Israel.
Vaccination
Many African countries, including Angola, Benin, Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of the Congo, Republic of the Congo, Côte d'Ivoire, Equatorial Guinea, Gabon, Ghana, Guinea, Liberia, Mali, Mauritania, Niger, Rwanda, São Tomé and Príncipe, Senegal, Sierra Leone, Uganda, Zambia require all incoming passengers to have a current International Certificate of Vaccination. Some other countries require vaccination only if the passenger is coming from an infected area.[356]
Passport validity
Many countries require passport validity of no less than 6 months and one or two blank pages.[357]
Non-ordinary passports
Holders of various categories of official Lithuanian passports have additional visa-free access to the following countries - Azerbaijan (diplomatic passports), China (diplomatic or service passports), Kazakhstan (diplomatic passports) and Russia (diplomatic passports). Holders of diplomatic or service passports of any country have visa-free access to Cape Verde, Ethiopia, Mali and Zimbabwe.
Right to consular protection in non-EU countries
When in a non-EU country where there is no Lithuanian embassy, Lithuanian citizens as EU citizens have the right to get consular protection from the embassy of any other EU country present in that country.
