The 2016 United States House of Representatives elections in Florida will be held on Tuesday, November 6, 2016 to elect the 27 U.S. Representatives from the state of Florida, one from each of the state's 27 congressional districts. The elections will coincide with the elections of other federal and state offices, including President of the United States. A lawsuit challenging the districts under Florida's Congressional District Boundaries Amendment (Fair Districts Amendment) was filed in 2012 and was resolved in 2015. The results of the lawsuit will have major repercussions on the congressional races in Florida in 2016.

District 1

Republican Jeff Miller has represented the district since being elected in 2001. Miller considered running for the U.S. Senate.[1] On July 30, 2015, Miller decided not to run for the open Senate seat and announced he would run for reelection.[2] In March 2016, Miller announced he would not run for reelection.[3]

State Senator Greg Evers had expressed his interest in running for this seat if Miller had run for the Senate.[4] Other potential Republican candidates include State Senator Don Gaetz, State Representative Mike Hill, Escambia County Supervisor of Elections David Stafford, and Pensacola Mayor Ashton Hayward.[5]

District 2

Democrat Gwen Graham has represented the district since being elected in 2014, beating Republican incumbent Steve Southerland. She is not running for re-election.[10]

Democratic primary

Term-limited State Representative Michelle Rehwinkel Vasilinda is considering running for the Democratic nomination.[11]

Republican Ted Yoho has represented the district since being elected in 2012.

Ed Emery, a retired federal probation officer, is challenging Yoho as a Democrat.[23]

District 4

Republican Ander Crenshaw has represented the district since being elected in 2000. On April 14, 2016, he announced that he will not run for re-election.[24]

Democrat Corrine Brown has represented the district since being elected in 2012.

2014 Republican nominee Glo Smith and 2014 Republican candidate Thuy Lowe are both running again.[26][27]

District 6

Republican Ron DeSantis has represented the district since being elected in 2012. He is running for the U.S. Senate.[28][29]

District 7

Republican John Mica has represented the 7th District, which includes most of Seminole County, the main campus of the University of Central Florida in Orange County, and parts of Deltona in Volusia County, since 1992. In 2012, when Mica ran for re-election in the redrawn district, he won with 59% of the vote, his smallest margin of victory in twenty years. Mica is running for re-election.[55]

Retired Army officer John Morning had announced a primary challenge of Mica, but ended his campaign in November 2015.[56][57][58]

Bill Phillips, a political consultant and banker, is running for the Democratic nomination.[59]

District 8

Republican Bill Posey has represented the district since being elected in 2012. He previously represented the 15th district from 2009-2013, prior to the decennial redistricting. He is running for re-election.[60] Christopher Duncan, Jr. is challenging Posey as a Democrat.[61]

District 9

Democrat Alan Grayson has represented the district since being elected in 2012. He previously represented the 8th district from 2009-2011, prior to the decennial redistricting. On July 9, 2015 Grayson announced he would run for U.S. Senate in 2016 rather than seek re-election.

District 10

Republican Daniel Webster has represented the district since being elected in 2012. He previously represented the 8th district from 2011 to 2013, prior to the decennial redistricting. Val Demings, the Democratic Party nominee who ran against Webster in the 2012 election, will run again.[72]

District 11

Republican Rich Nugent has represented the district since being elected in 2012. He previously represented the 5th district from 2011-2013, prior to the decennial redistricting. He is not seeking re-election.[73]

On the Republican side, Nugent's former chief-of-staff Justin Grabelle is running.[74] Though he has not declared his intentions, Kelly Rice, a rancher and realtor, has been endorsed in the race by Wilton Simpson and Ginny Brown-Waite.[75]

Businessman Dave Koller, who was the Democratic nominee in 2014, is running again.[76]

Retail worker and Libertarian activist Matthew Schnackenberg is running as a Libertarian. Schnackenberg also ran in 2014, but failed to qualify for the ballot.[77]

District 12

Republican Gus Bilirakis has represented the district since being elected in 2012. He previously represented the 9th district from 2007-2013, prior to the decennial redistricting.

District 13

Republican David Jolly has represented the district since being elected in a special election in 2014. Jolly is running for U.S. Senate, creating an open seat.

District 14

Democrat Kathy Castor has represented the district since being elected in 2012. She previously represented the 11th district from 2007-2013, prior to the decennial redistricting.

Former chief of staff to Governor Rick Scott Mike Prendergast, who was the Republican nominee against Castor in 2010, is considering running as a Republican.[96]

District 15

Republican Dennis A. Ross has represented the district since being elected in 2012. He previously represented the 12th district from 2011-2013, prior to the decennial redistricting.

District 16

Republican Vern Buchanan has represented the district since being elected in 2012. He previously represented the 16th district from 2009-2013, prior to the decennial redistricting.

Buchanan is running for re-election.[97] Buchanan had previously considered running for the U.S. Senate instead.[98] If Buchanan did not run for re-election, potential Republican candidates expected to be interested in running included Senate Majority Leader Bill Galvano, State Senator Nancy Detert, former State Senator Pat Neal, Manatee County Supervisor of Elections Mike Bennett, State Representative Greg Steube, and Sarasota Sheriff Tom Knight.[98][99]

District 17

Republican Tom Rooney has represented the district since being elected in 2012. He previously represented the 13th district from 2007-2013, prior to the decennial redistricting.

Rooney considered running for the U.S. Senate, but decided to run for re-election instead.[100]

District 18

Democrat Patrick Murphy has represented the district since being elected in 2012. On March 23, 2015, Murphy announced he would run for U.S. Senate rather than reelection, creating an open seat.[101]

District 19

Republican Curt Clawson has represented the district since being elected in a special election in 2014. Clawson has been mentioned as a potential candidate for the U.S. Senate in 2016.[137]

Fort Myers Councilman Tom Leonardo is considering a primary challenge to Clawson.[138]

Businesswoman April Freeman, who was the Democratic nominee in 2014 for both the special election and in November, is running again in 2016.[139]

District 20

Democrat Alcee Hastings has represented the district since being elected in 2012. He previously represented the 13th district from 1993-2013, prior to the decennial redistricting.

Hastings announced in November 2014 that he would run for re-election in 2016.[140] If he changes his mind and decides to retire, potential Democratic candidates would include State Senator Chris Smith and Broward County Commissioner Barbara Sharief.[140] Palm Beach County Commissioner Priscilla Taylor was also considered a potential candidate if Hastings retired, but she has announced she is running for Florida's 18th congressional district instead.[106]

District 21

Democrat Ted Deutch has represented the district since being elected in 2012. He previously represented the 19th district from 2010-2013, prior to the decennial redistricting.

Deutch considered running for the U.S. Senate, but decided to run for re-election instead.[141] If Deutch had run for Senate, State Senator Joseph Abruzzo was interested in running for this seat.[109]

As a result of 2015's statewide redistricting, incumbent Deutch will effectively be swapping seats with Lois Frankel, the current incumbent of the 22nd District. Deutch will seek election to the 22nd District seat while Frankel seeks election to District 21.[142]

District 22

Democrat Lois Frankel has represented the district since being elected in 2012.

Boca Raton businessman Joseph Bensmihen is challenging Frankel as a Republican.[143] Physician Marc Freeman had also filed to run as a Republican, but switched to run in the 18th district.[116]

As a result of 2015's statewide redistricting, incumbent Frankel will effectively be swapping seats with Ted Deutch, the current incumbent of the 21st District. Frankel will seek election to the 21st District seat while Deutch seeks election to District 22.[142]

District 23

Democrat Debbie Wasserman Schultz has represented the district since being elected in 2012. She previously represented the 20th district from 2005-2013, prior to the decennial redistricting.

District 24

Democrat Frederica Wilson has represented the district since being elected in 2012. She previously represented the 17th district from 2011-2013, prior to the decennial redistricting.

Retired NFL player and former U.S. Homeland Security agent Randal Hill is challenging Wilson for the Democratic nomination.[151]

District 25

Republican Mario Diaz-Balart has represented the district since 2012. He previously represented the 21st district from 2011-2013, as well as a different version of the 25th from 2003-2011, prior to the decennial redistricting. Democratic candidate Dr. Alina Valdes[152]

District 26

Republican Carlos Curbelo has represented the district since being elected in 2014.

Annette Taddeo, nominee for Florida's 18th congressional district in 2008 and nominee for Lieutenant Governor of Florida in 2014, is set to challenge Curbelo as a Democrat.[153] Former U.S. Representative Joe Garcia, however, is seeking a rematch against Curbelo.[154]

District 27

Republican Ileana Ros-Lehtinen has represented the district since being elected in 2012. She previously represented the 18th district from 1989-2013, prior to the decennial redistricting.
